Rubies, girls..red, red rubies!!

Pink Faceted Ruby from VietnamThe gem trade was stunned in the late 1980s by the discovery of rubies in Vietnam. In what surely must rank as the discovery of the century, tin and gold miners found rubies of a fine color at Luc Yen, north-west of Hanoi in 1986. Then one year later, stones of the similar color were found at Quy Chau, in Nghe An Province, west of the provincial seat of Vinh. Vietnam which had never previously been known for gemstones, suddenly found itself with what many experts believe are the two finest ruby mines in the world. Vietnamese Rubies have radiance in the dark vibrant red color and dazzling lively brilliance that take your breath away.  Most rubies are transparent and boast of a good pink to dark red color.

Abstract

Vietnamese research in geology has indicated a high potential for gemstones in Vietnam and has found in this last decade numerous gem deposits, especially ruby and sapphire. In northern Vietnam, gem corundums are found in the Luc Yen, Yen Bai and Quy Chau areas, in primary deposits hosted by metamorphic rocks and in placers. In secondary deposits, ruby and sapphire are associated with gem spinel and garnet. In southern Vietnam, sapphires are related to alkaline basalts, with blue sapphires being economic. Sapphires are recovered with gem zircons and peridots in placers. Aquamarine, beryl, topaz, quartz crystals (amethyst, citrine, morion), tektite, fluorite, opal, chalcedony, jadeite, nephrite and amazonite are the other gemstones exploited in Vietnam. Ruby, sapphires and pearls provide important commercial exchanges in the gemstones markets of Vietnam and other foreign countries.

Introduction

In the late 1980s, reports emerge from Vietnam of a major discovery of high quality rubies in the northern part of the country, from deposits in the Luc Yen and Yen Bai areas. Ruby occurred in colluvial and alluvial sediments, and the primary source of ruby was suspected to be marble and pegmatite. Placer deposits of ruby were recovered by farmers during routine agricultural activities. Following the discovery of ruby in Luc Yen in 1987, others occurrences of gemstones were found in Thuong Xuan (aquamarine and topaz), Co Phuong (jadeite, nephrite), Thach Khoan (beryl, quartz), Quy Chau (ruby) and in the Dak Lak and Binh Thuan provinces (sapphire). After these discoveries, gemstone exploitation really started in 1988 with the establishment of Vinagemco by the government—a state-owned company for the investigation, mining, processing, and trading of gem materials in Vietnam (Fig. 1). The purpose of this paper is to realize an overview of the gemstones occurrences in Vietnam with a special dedication to ruby and sapphire.

Ruby and sapphire deposits

In northern Vietnam

Yen Bai mining district

The primary corundum occurrences of Yen Bai (Fig. 2) occur within the high-grade metamorphic gneisses of the Day Nui Con Voi range (Pham Van 1996, 2003), which extends to the southeast from the Ailao Shan in Yunnan (China). This range is bounded by lateral strike-slip faults forming the major Cenozoic geological discontinuity in East Asia known as the Ailao Shan-Red River shear zone (Phan Trong et al. 1998, 1999, Leloup et al. 2001). The Day Nui Con Voi range is composed of high-grade metamorphic rocks with sillimanite-biotite-garnet gneisses, mica-schists with local alternation of marbles and amphibolites.

Corundum occurs as:

  • grey to blue sapphires in garnet-sillimanite mica schists and gneisses which contain leucosome and leucocratic granitoidic dykes (Truc Lau gneisses and Khe Nhan meta-pegmatite);
  • in amphibolites converted by the effect of metasomatism in biotite schists with some layers containing centimetre-sized grey to dark sapphires (north of Tan Huong mine, km 15 occurrence;
  • as rubies in large marble boudins intercalated with gneiss, mica schist and amphibolite (Tan Huong drill cores). These marbles represent previous limestones intergrown with mudstones, which were sheared and metamorphosed during the tectonic activity along the Red River shear zone.

The gem deposits are placers exploited along the shear zone as in Tan Huong and Truc Lau (Fig. 2). In Tan Huong, ruby was found and exploited by local farmers in 1994. In 1996, the deposit was managed and exploited by the Vietnam National Gem and Gold Corporation (Fig. 3). From 1994 to 1996, hundreds kilograms of rubies and star rubies were exploited illegally and sold to foreign dealers. The area is composed of metamorphic gneiss, micaceous-quartz schist, marble and amphibolite of the Nui Voi complex that have been intruded by granites, syenites and pegmatite dykes. Ruby and spinel have been found in the magmatic rocks in minor grains as well as in marbles (Nguyen Kinh Quoc et al. 1995). In placers, ruby grains are eroded but the crystals present a prismatic shape, are from 1.0 to 19 mm long, and range in colour from red to reddish and purplish to red. The main associated gem mineral are red and octahedral spinels and blue trapiche-like sapphires. In April 1997, two ruby crystals of 2.58 kg (Fig. 4) and 1.96 kg (star ruby) respectively, of very high quality, were found and declared State treasure.

The Truc Lau paleoplacer consists of 10 m thick of sediments overlying the bedrock. The rubies and blue sapphires are contained in a gravel layer of 5 m thickness that is overlain by a 3.5 m of quaternary sediments and 1-1.5 m of soil. In 2002, up to two boulders (1-2 kg) per month made of pink sapphire and star ruby were recovered from this paleoplacer.

In the Tan Dong placer (Fig. 2), assemblages of blue sapphire-margarite-plagioclase are the remainder of metasomatised pegmatites.

Luc Yen mining district

The ruby and sapphire deposits of Luc Yen (Fig, 2) are set in moderate to high temperature recrystallized marble units of Upper Proterozoic-Lower Cambrian age in the eastern side of the Red River shear zone of the Lo Gam tectonic zone (Hoang Quang et al. 1999, Garnier, 2003, Pham Van 2003).

Primary ruby occurs as:

  • disseminated crystals within marbles with phlogopite, dravite, margarite, pyrite, rutile, spinel, edenite and graphite (Bai Da Lan, An Phu, Minh Tien, Nuoc Ngap, Luc Yen and Khoan Thong mines);
  • veinlets associated with calcite, dravite, pyrite, margarite and phlogopite (An Phu mine);
  • fissures with graphite, pyrite, phlogopite and margarite (Bai Da Lan mine); Minh Tien region (Fig. 5).

Secondary deposits consist of gravel concentration in karst pockets and in alluvial fans in the Luc Yen valleys (Kane et al..1991). The gem-bearing valleys are often narrow, small depressions ranging from 0.5 to 0.7 km2 in area, but most common 2-3 km2. The corundums are pink, purple to red (Fig. 6), and blue and colourless sapphires coexist with rubies as well as with grey to brown and bi-pyramidal sapphires and trapiche rubies. Associated gem minerals include red, pink and pale blue spinel, gem quality multi-colour tourmaline and garnet. The great variety and high quality of the gem material recovered in the placers make the gemstone market in the center of Luc Yen town opened daily for dealers since 1987 (Fig. 7).

Ba Be sapphire occurrence

This is located in the Bac Kan province, 320 km north of Hanoi (Fig. 2). It is located at the proximity of the Nui Chua granite and the Hoang Tri gabbro-monzonite. The colourless to pale blue sapphire is found in a pegmatite, composed of quartz, K-feldspar and muscovite, which intrudes schist and marble. All sapphires are opaque and cannot be used for gem cutting.

Quy Chau mining district

This area, located 200 km south of the Red River shear zone, is formed by the Bu Khang dome (Fig. 1). It consists in a broad antiform of Paleozoic and Mesozoic sedimentary and meta-sedimentary rocks overlaying a core of micaschists, granitoids, paragneisses and orthogneisses (Nguyen Kinh Quoc et al. 1995; Jolivet et al. 1999). The northeastern part of the dome is limited by the major extensional Cenozoic shear zone of Quy Chau. This is where the corundum deposits are located.

Rubies and sapphires have been mined since 1987 from the placer deposits of Doi Ty, Doi San, Mo Coi and Quy Hop (Pham Van, 2003). The corundum occurs principally in the Quy Chau area as:

  • very rare and uneconomic rubies disseminated in marbles associated with pyrite and graphite;
  • in placers which form the economic deposit. In the Doi San and Doi Ty area, granitic intrusions resulted in the injection of pegmatites and the formation of calcium-magnesium-rich skarns in the surrounding marbles, amphibolites, gneiss and micaschists. Rubies were neither observed in the skarn nor in the pegmatite. The genetic origin of this ruby has remained unclear since oxygen isotopes and fluid inclusions studies on these rubies show that they their isotopic signature was metamorphic and similar to that found for typical ruby-hosted marble deposits in northern Vietnam (Garnier, 2003; Giuliani et al., 2003a, b). The gem material consists of ruby, with smaller amount of blue to violet and orange sapphire. Ruby tends to be slightly purplish red in hue position; their crystals are usually in hexagonal prism and barrel shape (Fig. 8).

In Southern Vietnam

The sapphire deposits of southern Vietnam consist of placers formed by the erosion of alkali-basalt flows (Smith et al. 1995). The sapphires present usually prismatic and pyramidal shapes. The size of the crystals is up to 2-7 mm long, but in Dak Nong, Ngoc Yeu and Da Ban areas they sometimes reach 30-40 mm in diameter. Their colour is usually dark blue, sometimes green blue, sky blue, and rarely honey-yellow (except in the Tien Co area in Binh Thuan province).

Several mining district were exploited from 1985 to present. These include:

The Dak Nong area (Dak Lak province)

Here the sapphires are found in weathered residual soils lying above the flows and also in the river and stream fans (Tran Xuan Toan et al. 1995). Generally, the alluvial corundum corresponds to xenocrysts found in situ in basalts (Hoang Nguyen & Flower 1998). The colour of the sapphires ranges from dark blue, through blue, green to yellow. The crystals occur as broken fragments, but with prismatic and bipyramidal shapes and dimensions of up to 1.5 cm long and 0.2-0.4 cm wide.

The Ma Lam and Da Ban area (Binh Thuan province)

The sapphires of these areas show barrel-shaped habits. The stones range from very dark blue to very deep blue. The alluvial corundum sometimes shows glassy-looking margins that indicate high temperature corrosion—indirect evidence of magma transport. In the Da Ban area megacrysts of dark-blue sapphires are sometimes found within alkali-basalts.

Diamond occurrences

Although diamonds are not yet discovered in the country, geological investigations in the north-western part of Vietnam and the Tay Nguyen Highland (Fig. 1) provides promising areas for primary diamond discovery. Recently, the occurrences of lamproïtes (alkali lamprophyres) were reported in the Lai Chau province in the north-western part of Vietnam. In Tay Nguyen (Kon Tum province), kimberlite dykes are discovered and the rocks are made of olivine, phlogopite, garnet, pyrope and perovskite. In the year 2000, small grains of diamonds (smaller than 2 mm in diameter) were recovered from placers in Tay Nguyen (Pham Binh, 2000). More detailed studies and investigation are still needed to prove the occurrences of diamond in Vietnam.

Emerald occurrences

Up to now, emerald and chrysoberyl have not yet been discovered in Vietnam, but the geological formations and structures in Ba Be (Bac Kan province) and Mo Ngot (Vinh Phu province) represent potential areas for emerald and chrysoberyl (Nguyen Kinh Quoc, 1995).

Beryl (var. aquamarine) and topaz occurrences

Xuan Le (Thanh Hoa province)

The first discovery of aquamarine and topaz in Xuan Le area was made in 1985 by a field geologist. Aquamarine is hosted in a swarm of pegmatites, hundreds of metres long and 0.4-5.0 m thick, which contained quartz, K-feldspar, plagioclase, muscovite, biotite and accessory minerals as black tourmaline, colorless topaz, and zircon. The pegmatites are related to the intrusion of syeno-granite and biotite granite. Aquamarine of high gem quality has a hexagonal prismatic shape, is sea blue-coloured, transparent and with the size of the crystals from 5 to 20 cm long, 1 to 6 cm in diameter. These are exploited in elluvial deposits by local farmers.

Topaz in Xuan Le is related to pegmatites with a reserve potential about 41.53 tons (Nguyen Kinh Quoc 1995). The topaz is exploited, mainly in placers, which yield high gem quality material suitable for jewellery. Topaz crystals are usually broken by the alluvial transport, but they have colourless or yellowish colors and high transparency. Accessory minerals are beryl, tourmaline, fluorite, quartz (including smoked quartz) and garnet.

After 1985, numerous occurrences of topaz were found in the Bao Loc and Tu Le areas in the Lam Dong and Yen Bai provinces, respectively.

Thach Khoan (Vinh Phuc province)

Good gem quality beryls are exploited in Thach Khoan. The crystals are transparent to translucent, 3-4 cm in diameter, sometimes 10-30 cm long, and have a sky-blue colour (Fig. 9). In 1999, a crystal of beryl that weighed 75 kilograms, was displayed in the Geological Museum of Vietnam. Accessory minerals are quartz, black tourmaline, feldspar, garnet and kyanite.

Tourmaline

Tourmaline-bearing pegmatite has been reported in the region of Luc Yen (Nguyen Kinh Quoc 1995), but up to now gem quality tourmalines have not been found in situ. They occurred in alluvial gravels associated with gem-corundum or in a weathered crust. The crystals have striated prisms with rounded triangular cross-sections and are variously terminated. The Luc Yen tourmaline has variable colours ranging from green, brown, black to yellow (Fig. 10). Multicolor crystals, usually include alternating pink, purple and yellowish-green colour. Colour zoning is also commonly observed from the centre to the periphery of the crystals, with the combination of pink, purple and dark-green colours being common.

Spinel

Gem spinels were discovered at Tan Huong, Luc Yen and Quy Chau in primary and secondary ruby and sapphire deposits. In Luc Yen mining district, and in Tan Huong mine, spinel crystals are found in dolomitic marbles together with calcite-phlogopite-humite of metamorphic-metasomatic origin. The crystals vary in size from 1 x 1 cm to 3 x 3 cm. They have octahedral form and red to brownish red colour. Crystals of spinel that are recovered from placers are transparent and used for gem cutting, while bigger crystals in their host-rock are usually translucent to opaque and used only as collector’s specimens.

Zircon

Zircon and basaltic sapphires are usually found together in placers from Kon Tum, Dak Lak, Gia Lai, Lam Dong and Binh Thuan provinces. Their colour ranges from colorless to yellow, orange, brownish-orange, brownish to reddish-brown. The habit crystals are combinations of the bi-pyramid and the tetragonal prism. Crystals are usually corroded.

Peridot

Peridot is found mainly in the Ham Rong and Bien Ho basaltic areas of the Gia Lai province (Fig. 1). Peridots are collected from lherzolite xenoliths within the basalt flows. Gem peridot is olive-green to yellowish-green (Fig. 11) with crystals reaching up to 2 x 4 x 4 cm. However, most of peridot occurs in small grains that average 0.6 to 1.5 cm in diameter. Today, peridot is exploited in eluvial and stream gravels by local residents. In some places, the peridot-bearing layers are reached by hand digging 5 m-deep pits.

Tektites

Tektites have been found in many places, from the north to the south of Vietnam. Essentially they are recovered from the highlands of the Tay Nguyen province (Kon Tum and Lam Dong) and the Phu Quoc island. Some occurrences are located near the border between Vietnam and Laos. Almost all of the tewktites are cut as cabochons, or carved into cameos.

Pearl

Today, pearls are cultivated mainly at Cat Ba, Ha Long (Quang Ninh province), Nha Trang (Khanh Hoa province), Con Dao (Vung Tau province) and Phu Quoc (Kien Giang province) (Fig. 1). The pearl farms have been developed with the training and the supervision of Japanese experts. Today, the farms operate with only Vietnamese technicians. Four farms. Which are located at Cat Ba and Ha Long, belong to the Ha Noi Gem and Gold Corporation. Two farms in Nha Trang, and about six farms in Phu Quoc are joint-stock companies with a Japanese partners. Trial harvests have produced pearls with thicker nacre and better lustre than that presently available from both Japanese and Chinese akoyas. From 2001, Vietnamese akoyas will be cultured from spat-reared stock, with an expected yield of 1000 kan (1 kan = 3.745 kg) by the year 2008. Vietnamese akoyas (Fig. 12) range in size from 2 to 8 mm, and are produced in natural golden colour due to the good water quality and protected environment in which the pearls are cultivated Black South Sea pearls are now being cultured in Phuc Quoc. These vary in size from 4 to 8 mm. In Vietnam, 80 per cent of the annual cultured pearl production is exported, with 20 per cent remaining for the domestic markets.

Other gemstones

Quartz is one of the most abundant and widely distributed minerals in Vietnam. Varieties include rock crystal, amethyst, and rose quartz. Rock crystals and smoky quartz are found in pegmatite at Xuan Le (Thanh Hoa), Ky Son (Nghe An), Thach Khoan (Vinh Phu). Amethyst with an attractive purple colour, and high transparency, is found in Don Duong (Lang Son province) and Chu Boc (Gia Lai province) . Rose quartz has been found in Da Nang, morion in Loc Tan (Lam Dong).

Jadeite and nephrite were found in Co Phuong (Son La province). It has a greenish colour and is only used for the carving of fine-art products. Agate has been found in Loc Ninh (Tay Ninh province) and is used for necklaces. Fluorite is distributed widely in Dong Pao (Lai Chau province) and Xuan Lanh (Phu Yen province) Greenish amazonite is found in syenitic pegmatites in An Phu (Luc Yen district) and in Thach Khoan (Vinh Phu province). However, the amazonite only occurs in opaque crystals that are used only for carving.

Conclusion

Up to now, the main economic deposits and occurrences of gemstones in Vietnam are ruby, sapphire, aquamarine and topaz. These gemstones are distributed in different metallogenetic provinces in northern Vietnam as ruby in the marbles from the Day Nui Con Voi metamorphic belt-Red River Fault Zone, topaz and aquamarine from the pegmatites related to acid magmatism in the Thanh Hoa and Vinh Phuc provinces. In southern Vietnam, potential economic deposits of blue sapphire, zircon and peridot are present in the Cenozoic basaltic igneous province. In these areas, additional new gem occurrences have been found, but detailed exploration has not yet been carried out. Deposits of other minerals such as spinel, tourmaline, quartz crystals are widely distributed in the country and have an important role for Vietnam gemstones industry. New discoveries of gemstones occurrences in various region of Vietnam suggest that in the future exploration will reveal additional deposits of economical significance.

How Much Does the U.N. Cost Us?

The OMB should be permanently involved in assessing the cost of the United Nations.

Most everyone knows the United States is the largest contributor to the United Nations and its affiliated funds, programs, and specialized agencies. But nailing down precisely how much we pay into the U.N. system every year is no easy task.

Although most U.S. contributions come from the State Department and the U.S. Agency for International Development, hundreds of millions of dollars also flow into the U.N. system from other parts of the federal government. For instance, the U.S. Department of Agriculture provides funding to the Food and Agriculture Organization, the Department of Energy gives money to the International Atomic Energy Agency, and the Department of Health and Human Services supports the World Health Organization.

Given the complexity of the funding flow, no definitive tally of total U.S. contributions to the U.N. system was available prior to 2006. Until then, estimates relied on incomplete State Department data.

That changed when Senator Tom Coburn (R., Okla.) asked former OMB director Rob Portman for a comprehensive report on total U.S. contributions to the U.N. system for fiscal years 2001 through 2005. Because OMB is in charge of overseeing the preparation of the president’s budget, it was in a position to require all parts of the U.S. government to report the requested information.

The first report was an eye-opener. The OMB calculated that U.S. contributions totaled $4.115 billion in 2004 and $5.327 billion in 2005. The State Department hadestimated 2004 contributions at “well over $3 billion” — only about 75 percent of the actual amount.

For the next two years, Congress required the State Department to compile the report. But State implausibly reported that the U.S. had reduced its U.N. contributions in FY 2006 and, again, in FY 2007.

In response, Congress tasked OMB to compile the report. According to OMB, FY 2010 marked the third consecutive year in which U.S. contributions reached record highs. In FY 2010, they exceeded $7.691 billion — more than $1.3 billion higher than FY 2009’s record of $6.347 billion.

If you’re wondering how much we contributed last year, good luck. Congress neglected to renew the reporting requirement. I’ve spoken to Obama-administration officials, and they say they’ve prepared the data in anticipation of producing the report, but OMB will not issue the report without a Congressional mandate.

Congress appears set to address this in the imminent Continuing Resolution on government funding. The Senate report on the Department of State, Foreign Operations, and Related Programs Appropriations Bill includes a requirement that the administration “post the United States assessed contributions under this heading to the United Nations and its affiliated agencies . . . in a timely manner, and the first such posting should include funding detail for fiscal years 2011 and 2012.” But there is a problem. The direction is for the secretary of state to prepare the report so, once again, Congress could get incomplete information.

Congress should renew this important reporting requirement, but doing so in annual appropriations bills is not enough. Lawmakers should make the OMB reporting requirement permanent.

Money, myth, merit, school and social class in America~

The Americans are a hopelessly young people~~and that to a large extent drives discussions about education and its place in American life.   The Americans are forever fumbling about trying to sort out their place in society~~trying to guess questions such as ~~just what does being elite in America~~mean?~~

There are different factors at play in what are, appropriately considered a number of different, and on first blush, self-contradictory, forces at play in all this.~~

~~

 
One of the least mentioned is the shameless, truly shameless, price gouging at private American colleges and prep schools~~and not simply Ivy League schools or their feeder prep schools.  This goes unremarked in the press services, but is certainly well-known to all parents who start plotting children’s education~~sometimes before their birth.~~
~~
 
This gouging cannot be sustained and ought not to be sustained.  What many today forget is that the current fascination with these special schools is very recent, and became, in my lifetime, solely the fixation of middle class hustlers who want their kids to go to these schools for really only one reason–so that the kids will earn more money than do kids who do not.~~
~~
Trouble is~~many I know who in recent years have attended these schools don’t make very much money at all~~so, from a cost accounting perspective–just what precisely are the middle classes investing in by sending their kids to these elite schools?~~
~~
 
America is about money~~solely.~~
~~
 
There used to be a way to determine which preps were for the rich and which for the future servants of the rich–in those days, I could tell you by where you prepped if you were going to be a servant to the rich class or from the rich class itself.~~
~~
Not anymore–In my lifetime Columbia, Hav~ad, Yah~le and the others have become almost exclusively schools for middle class hustlers who think that sending their kids to these places will insure that the kids later are rich.~~
~~
 
In my family, my maternal side was all Columbia and Barnard.  On my father’s side which was, until the Depression rich to the point of impossibility, the sons never went to college at all–they realized that they would inherit the kingdom and simply hire lawyers, doctors, accountants and fund managers~~while the sons themselves lived a life of indolence and ease.~~
~~
Paternal Nana told me, in a troubling recollection for me today recalled here, that the doctor I liked very much and whose mind interested me, could not stay for dinner because “doctors are servants and we are social people.”~~
~~
 
That is an era that, largely, does not exist any more~~for good or ill.~~
~~
The ubiquity of middle class hopes and dreams are the customer base of the elite schools,~~
~~
The customer is being hoodwinked–on a cost benefit basis there is no justification at all to go up to Hav~ad or Yah~le or Columbia in order to later get rich or marry the right girl because your classmates in the main are middle class just like you~~kids feverishly on the make.~~
~~
 
Not very long ago the schools now called the Ivy League had a deuce of a trouble getting rich boys to attend.  In desperation, rank desperation, these schools opened the flood gates based upon not social class but rather on the basis of that horrid synthetic expression called today~~meritocracy~~a word with no meaning–but now widely accepted in America by the professional middle classes who dominate the nation in her day-to-day life.~~

There were predictable consequences to all this~~most startling~~and altogether unappreciated in America today, was that meritocracy immediately flooded the elite schools with Jews~~which I can assure you was not the intent of the schools themselves but was unavoidable consequence of  the coming of meritocracy.~~
~~
Jews are not smarter than are others but many of them teach their children what they need to do to get ahead–while other groups generally do not~~meaning today–get into the professions by attending what are now very erroneously called elite schools.~~
~~
 
Trouble again is that elite in America means inheriting, making or marrying money~~and, it becomes increasingly apparent that Hav~ad and Yah~le and Colombia and so forth~~ are tickets principally to a reasonably comfortable middle class professional life~~and no more~~not much to do with being, or getting, rich.~~

George Stephanopoulos, Speaker Gingrich~are you men of strong enough moral mettle to resist tyranny by denouncing it to the point of your own death?

 Agriculture Secretary: Government Will Not Wait For Congress, Laws In Implementing Obama Climate Plan

During a press conference on Wednesday, Agriculture Secretary Tom Vilsack announced the unilateral creation of new “climate action hubs” that will be placed in seven locations around the country.

“On the heels of passage of the farm bill, the administration will take executive action to help farmers, ranchers and rural communities combat climate change and adapt to extreme weather and other damage it causes,” a White House official said in an email ahead of Wednesday’s announcement.

The hubs will link a network of universities, nonprofits and Federal and State agencies to help further the President’s climate change agenda without legislative help.

“These climate action hubs are really part of the president’s climate action plan and its directive of us to actually act, not wait for Congress, not wait for laws to be passed, but to do it on our own,” Vilsack said at the White House.

According to the official, the new Regional Hubs for Risk Adaptation and Mitigation to Climate Change are designed to address fires, invasive pests, floods and droughts that environmentalists deem products of climate change on a regional basis.

Asked why the hubs were created without Congressional input, Vilsack said that Administration officials feel it is time to do everything possible to address climate change without Congressional gridlock getting in the way.

“As the president has said repeatedly, if there is an opportunity to work with Congress, we will work with Congress, and we did,” Vilsack said. “We’ve been waiting a while for Congress to work on climate. Fair enough. There are multiple reasons why they haven’t. But in the meantime, we’re going to take action because 51 percent of the land mass of the United States is a lot of land. It’s over 1.2 billion acres of land.”

He added, “I think we’re trying to work with Congress when we can and when they can’t or won’t, we’re going to continue to act. That’s what I think the American public wants us to do.”

The hubs will be located in Iowa, North Carolina, New Hampshire, Colorado, Oklahoma, Oregon and New Mexico. Sub-hubs will exist in Michigan, Puerto Rico and California.~~

The codification of caprice and its aftermath of rule by whimsy

These words from Washington are occasioned by the ongoing, serious and very distressing rift between the Administration and the Church the flash point for which respecting issues of contraception. There are a number of levels at which this debate can be joined but it strikes the writer that the Administration’s position that the Executive can, by fiat, simply ordain changes in private Church policy because he feels like it,suggests logical consequences likely not anticipated or intended by the Executive and his supporters. Regarded properly, this debate is not about a particular disagreement. Properly understood, it is, by extension of logic, about morality.

Fiat rule, among other very nasty things, smacks of Royalism, dictatorship and governmental absolutism.Fiat rule is itself governed by caprice, seasoned by mere whimsy and sparks the harrowing abnegation of civilized legal process and of morality itself. All of these things, in turn, obviate against the possibility of having a civilized society. And, that’s not good news.

The merits of the particular argument lines thus far put forth by the opposing sides left to one side for a moment, it appears clear enough that, for the Executive to lay claim to such powers of fiat governance, occasions the observer to think a bit about both historical and present day parallels that are troubling indeed.

~

Fiat government is government by caprice and raw force. Lamentably, history is replete with sad and alarming parallels. The reader is asked to consider carefully the instant and longer term ramifications of Executive intervention based upon the notion that “I’ll do it because, well, I feel like it.” This is not a new affectation. Absolute monarchs lived, and effectively do yet live, by the credo “I will it therefore it will be done.”

Consider please the implications of a society in which from the top down the message is that my actions are in the main governed by the dictum: “I will do what I feel like.” Man generally agrees not to rob banks and shoot the girls behind the counter. Such agreement is part of a generally accepted social compact between the government and its citizens. Yet, some clearly think that if they feel like doing so, it’s perfectly fine. Daily evidence that this is so can be seen in the newspapers. Banks are routinely robbed and the girls likewise routinely shot during the robberies. All right-minded men would agree that a social construct such as that, driven as it is by mere caprice, is both dangerous and invidious to society. That is why the flip side of the prevailing social compact harshly punishes cavalier bank robbers and murderers. Yet, many men feel they are law unto themselves. It’s perfectly fine to rob money in Wall Street, to cheat, to lie, to lay waste to other nations in savage war and exploitation because, put to the quick, well, “I just feel like it.”

The rule of whimsy has harrowing historical connotations stretching back to man’s abrupt, and jolting, egress from the Garden. Comparatively recent flights of whimsy are downright frightening. Consider, Russia. In that great, yet often very sad, country, I am sure that the last Czar of the Russians, Nicholas II, smitten with the heady elixir of absolute, unchecked and “divine” power, thought it just the right move to unleash his Cassocks to butcher the Jews and other innocents of his Empire to quiet social unrest when the population was visited, as it very often was, with flood, famine and pestilence. Quite clearly, he felt likedoing that. Later, Mr. Stalin appeared to think it his prerogative to butcher and enslave virtually everyone in sight. I am absolutely sure he felt like doing that. The Americans today fret and make faces about Mr. Putin behaving in a manner tyrannical, and perhaps he does, but I am sanguine that Mr. Putin feels unfettered to do so because it catches his fancy and he “just feels like doing it.”

While the incumbent American Executive does not appear to us Czarist, Stalinist or a Mr. Putin, we feel it necessary to issue this cautionary: His recent, and apparently serious, flirtation with the notion that his office confers upon him the authority to codify his caprices and to be unfettered in his whimsy is very dangerous territory to enter. To cultivate such vanities comes at a very high social price. He ought to consider the logical corollaries. They are these: If you act in a manner suggestive of the mindset of these three mentioned Russian leaders, in logical construct, what is really to prevent any citizen of this Republic from doing whatsoever he “feels like?” Surely, the Executive is sage enough to know that people learn lessons from observing the actions of their elders and leaders. After all, the Executive has young children and must daily see that they watch their parents carefully and draw conclusions from what they see their parents doing.

Children, we all know, need very little coaching to adopt with alacrity a keen and ready aptitude for doing just what they “feel like.” We do live in a democracy, lessons are noted by the citizen and, most particularly by youngsters, and those lessons ought appropriately be sound lessons involving making good, and not selfish, choices.

Respecting democracy, the incumbent Executive and, most particularly his supporters, would do well to consider this element of the case if they are unmoved by listed arguments of logic against their codification of caprice: what happens when their caprice no longer stirs the drink? What happens when they are out of power? Do they feel cheered by the notion of their opponent’s fiatwhimsy and caprice holding sway in another day–not too far off? You see, when one opens the ball on the sort of capricious and whimsical mindset cautioned against here, one must make serious consideration of what will happen when men who one finds disagreeable hold all the high trumps. These men likely will not “feel like” wearing the current fashions. Then, the incumbent and his followers will have to adjust to what it “feels like” to wear outdated cloth. Will they like that—I doubt it? Yet, gravy is, as for the goose, so for the gander.

This last is perhaps the most important lesson here. If the precedent thus far established by the Executive to codify his caprices is left to stand, the Americans would do very well to consider what the logical corollaries and logical extensions of codifying those caprices are. Specifically, where does letting such a precedent stand untested end? I assume no other answer but that it leads to a tyranny of capricewhimsy and fiat government, weather that is the intention of the Executive in the instant case or not. If the American citizens clearly do see future tyranny in the present over-reaching by the Executive in the codification of his caprices and his rule by whimsy and fiat, and the citizens do nothing about these miscues, what rejoinder will they have when such encroachments are visited on their own sacred soil? That is why this is not, at core, a Church versus State issue, but rather a moral concern for all of us.

This is a serious moral issue that, by extension of proper logic, involves all issues of interest to every citizen. No citizen can rest easy in his comfort thinking “well perhaps this exercise in fiat governance,codification of caprice and rule by whimsy in the instant case is wrong-headed and a bit overdone, perhaps even dangerous and surely ill-advised, but it does not apply to me and mine directly in this instance, so I’ll just let it go unremarked for now.” No! Wrong move! Wrong move for anyone in our country to allow such unbridled power grabs go unremarked. If for no other reason than the future projection of enlightened self-interest, all citizens appropriately ought to be very much alarmed by the injection of fiat rule into our democratic system.

I confess that it was through utter inadvertence that recently I stumbled upon a clip of a Mr. George Stephanopoulos on the television speaking at Speaker Gingrich as Speaker Gingrich spoke at George. The level of discourse in American politics has deteriorated to the point that, what were once intended to be serious discussions have become, in the very best of cases, cheap and seedy game shows. In the illustrated case, the two men spent all their allotted time talking to themselves and at the other.

At events, Mr. Stephanopoulos’ game show that day was likely no more or less informed than any other, and, frankly, these vapid modern press conditions are not George’s fault. The news says that things are bleak out there these days and George is, I suppose, rather well paid, as far as that goes, for a reporter, to be vapid, and, vapid he is. Besides, it’s just a job and he, apparently, feels like doing it.

It is only as the ostensible subject, at least in part, being talked at between the two men was this regrettable disharmony between the Church and the Executive, that I recall it here. And I ask Mr. Stephanopoulos and Mr. Gingrich both this: is not the logical corollary of fiat governance, a generalized societal fiat behavior in which all the members of the society are moved by this same dictum: “what do I feel like doing today?” Further, do these gentlemen agree that the logical extension of such a dictum is chaos and, far more seriously, a still further extension is the abnegation of any and all morality?

Our society, devoid of morality, will not survive. It is quite that simple. It is from morality that springs personal freedom and its attendant possibilities and responsibilities. Hence, the true glory of America is amoral glory. I ask Mr. Stephanopoulos and Mr. Gingrich to comment on what sort of society we will have when all strata of men abnegate morality. It would be most unpleasant. Suppose specifically that, after their game show, Mr. Stephanopoulos and Mr. Gingrich go off together to celebrate their individual and collective brilliance with a swell meal and a bottle of Petrus. You lucky fellas! Suppose further that afterwards, Mr. Stephanopoulos, in high good spirits, is headed to his flash car where, astounded, he encounters a young ghetto urchin who decides, by fiat, to shoot Mr. Stephanopoulos in the head and take his car because the urchin “feels like it.” Such a tragedy would likely cause a stir on the television for quite some time, but, logically, the urchin has a sound license in a society that has codified caprice, rules by whimsy and abnegates all moral responsibility.

It is my fervent hope that all right and fair minded men can agree that the codification of caprice in the instant case of this most sad discordance between the Executive and the Church is a very bad path to tread. I hope such men can also agree that men governed by mere whimsy and fiat cannot be free and civilized. I most particularly hope that such men can come to peaceful comity of opinion that the concomitant abnegation of the rule of law and proper process that flows through logical extension from the primacy of capricefiat and whimsy, ushers in an immoral society in which men are diminished in stature to the point that they are not men any more at all but have rather repaired back to the jungle as savages.~~

Retro~America~life at the five and dime~

Far and away, unemployment and simply bad employment is the number one concern to be addressed in this country today. We make little distinction between absolute joblessness and the more widespread condition of having a highly educated young demographic working for the foreseeable in dime stores. America cannot survive with such a bleak employment picture.~~

It is a national imperative to bring jobs back to America and to keep them here. It is similarly an imperative to have all American flagged companies employ American workers and that every stitch of retail product is made in America by American citizens.~~

~~

There is certainly nothing wrong~or immoral~about working in a five and dime~but~I gotta ask~can an advanced economy survive when most of her people can’t hope for more than nickels and dimes?

Rather than turning all elements of the debate over how to create and encourage finding good jobs for good American workers into a tiresome political re-hash of old concepts of social structure, let’s take the best elements of seemingly conflicting attitudes and get to the business of solving the problem. Yet, of course for the reader who has had his mind formed in the previous century, words do have meanings.~~

Can apparently conflicting concepts come together to solve the problem of wretched poverty and unemployment in America?~~

~~

We say, yes indeedy, Sir!~~

~~

Consider first socialism—a word with a most nasty reputation. America has, indisputably, been a socialist nation for eighty years and few, if any, would move away from the main elements of that structure. Yet socialism is an extremely hot, political, and, somewhat less so, commercial hot potato. No conventional politician admits to being a socialist when in fact, they all are—and we all are. However, the reality is that socialism, while it plays a role in advanced society, must take a secondary chair to commercial interest. After all, it is business that hires people and puts them in real jobs. Likewise, business produces necessary goods and services needed by the nation. Socialism run amok destroys commerce and that is not in the best interest of the nation. If this solution is given a proper chance to work, commercial enterprises must take proper care of the workers—providing good pay, good benefits and, of great importance, good retirement programs of the sort that were prevalent in the very recent past—by law. Such good pay and benefit laws will serve to calm the social anxiety so prevalent today and make for a happier, more secure and productive work force.~~

Consider second, free market capitalism as a political construct. There, the vogue obsession is with balancing budgets and eliminating deficits. While I understand that young Mr. Ryan, a chief proponent of such austerity measures, likely thinks he is doing God’s work, I must caution him and others who stand with him that, in real life, these concerns are abstractions of academic economics best left in classrooms.  Again, we ask of young Ryan and others—what, tangibly, have these things that you propose to do with getting Americans good jobs—right now? Again, the obsession ought properly to be with nurturing commerce–directly. In the anticipated system, the employer will provide a good wage, sterling health care and good, old-fashioned, retirement benefits. The massive new tax base of well paid workers thus created will quickly eliminate deficits and balance all federal, state and local budgets.~~

Mr. Ryan and friends are admonished that deficit spending of itself is not a mortal sin. What sin there is in it comes when deficits are rung up for the wrong reasons.~~

~~

The issue as to ringing up deficits is not if they lead to an artificial economic construct but rather if they are beneficial expenditures.~~

~~

Both sides must put aside their intense enmity for one another to get this absolutely imperative program moving. Right away. This is an idea that cannot have any, legitimate, rhetorical enemies.~~

~~

It is not complex to accomplish this end. It requires simply the will to get the massive and spreading cancer of unemployment and low-level employment cured and cured quickly. This aggressive cancer, this wasting of good people who cannot participate properly in the work world no matter how hard they try, must be addressed as such—a hostile enemy of America.~~

~~

We propose the latter-day, moral equivalent of a day, plus one, past Pearl Harbor, to immediately put into place an equally aggressive attack on this unemployment cancer by adopting a massive hiring of workers to good jobs under the auspices of this most necessary industrial program.~~

~~

Our liberal democracy must now agree to put aside a key element of its DNA. It must take draconian action on a monumentally serious issue. The alternative is certain, swift and savage revolution that very few in America will like but, by the time it comes, it will be too late to alter course.~~

This essay, written by Patrick Barron, was originally published by the Ludwig von Mises Institute on Jan. 13.

Hyperinflation leads to the complete breakdown in the demand for a currency, which means simply that no one wishes to hold it. Everyone wants to get rid of that kind of money as fast as possible. Prices, denominated in the hyper-inflated currency, suddenly and dramatically go through the roof. The most famous examples, although there are many others, are Germany in the early 1920s and Zimbabwe just a few years ago. German Reichsmarks and Zim dollars were printed in million and even trillion unit denominations.

We may scoff at such insanity and assume that America could never suffer from such an event. We are modern. We know too much. Our monetary leaders are wise and have unprecedented power to prevent such an awful outcome.

Think again.

Our monetary leaders do not understand the true nature of money and banking; thus, they advocate monetary expansion as the cure for every economic ill. The multiple quantitative easing programs perfectly illustrate this mindset. Furthermore, our monetary leaders actually advocate a steady increase in the price level, what is popularly known as inflation. Any perceived reduction in the inflation rate is seen as a potentially dangerous deflationary trend, which must be countered by an increase in the money supply, a reduction in interest rates, and/or quantitative easing. So an increase in inflation will be viewed as success, which must be built upon to ensure that it continues. This mindset will prevail even when inflation runs at extremely high rates.

Like previous hyperinflations throughout time, the actions that produce an American hyperinflation will be seen as necessary, proper, patriotic, and ethical; just as they were seen by the monetary authorities in Weimar Germany and modern Zimbabwe. Neither the German nor the Zimbabwean monetary authorities were willing to admit that there was any alternative to their inflationist policies. The same will happen in America.

The most likely trigger to hyperinflation is an increase in prices following a loss of confidence in the dollar overseas and its repatriation to our shores. Committed to a low interest rate policy, our monetary authorities will dismiss the only legitimate option to printing more money — allowing interest rates to rise. Only the noninflationary investment by the public in government bonds would prevent a rise in the price level, but such an action would trigger a recession. This necessary and inevitable event will be vehemently opposed by our government, just as it has been for several years to this date.

Instead, the government will demand and the Fed will acquiesce in even further expansions to the money supply via direct purchases of these government bonds, formerly held by our overseas trading partners. This will produce even higher levels of inflation, of course. Then, in order to prevent the loss of purchasing power by politically connected groups, the government will print even more money to fund special payouts to these groups. For example, government will demand that Social Security beneficiaries get their automatic increases; likewise for the quarter of the population getting disability benefits. Military and government employee pay will be increased. Funding for government cost-plus contracts will ratchet up. As the dollar drops in value overseas, local purchases by our overextended military will cost more in dollar terms (as the dollar buys fewer units of the local currencies), necessitating an emergency increase in funding. Of course, such action is necessary, proper, patriotic, and ethical.

Other Federal employee sectors like air traffic controllers and the TSA workers will likely threaten to go on strike and block access to air terminal gates unless they get a pay increase to restore the purchasing power of their now meager salaries.

State and local governments will also be under stress to increase the pay of their public safety workers or suffer strikes which would threaten social chaos. Not having the ability to increase taxes or print their own money, the Federal government will be asked to step in and print more money to placate the police and firemen. Doing so will be seen as necessary, proper, patriotic, and ethical.

Each round of money printing eventually feeds back into the price system, creating demand for another round of money printing … and another … and another, with each successive increase larger than the previous one, as is the nature of foolishly trying to restore money’s purchasing power with even more money. The law of diminishing marginal utility applies to money as it does to all goods and services. The political and social pressure to print more money to prevent a loss of purchasing power by the politically connected and government workers will be seen as absolutely necessary, proper, patriotic, and ethical.

Many will not survive. Just as in Weimar Germany, the elderly who are retired on the fruits of a lifetime of savings will find themselves impoverished to the point of despair. Suicides among the elderly will be common. Prostitution will increase, as one’s body becomes the only saleable resource for many. Guns will disappear from gun shops, if not through panic buying then by outright theft by armed gangs, many of whom may be your previously law-abiding neighbors.

Businesses will be vilified for raising prices. Goods will disappear from the market as producer revenue lags behind the increase in the cost of replacement resources. Government’s knee-jerk solution is to impose wage and price controls, which simply drive the remaining goods and services from the white market to the gangster-controlled black market. Some will sit out the insanity. Better to build inventory than sell it at a loss. Better still to close up shop and wait out the insanity. So government does the necessary, proper, patriotic, and ethical thing: it prints even more money and prices increase still more.

The money you have become accustomed to using and saving eventually becomes worthless; it no longer serves as a medium of exchange. No one will accept it. Yet the government continues to print it in ever greater quantities and attempts to force the citizens to accept it. Our military forces overseas cannot purchase food or electrical power with their now worthless dollars. They become a real danger to the local inhabitants, most of whom are unarmed. The US takes emergency steps to evacuate dependents back to the States. It even considers abandoning our bases and equipment and evacuating our uniformed troops when previously friendly allies turn hostile.

And yet the central bank continues to print money. Politically-connected constituents demand that it do so, and it is seen as the absolutely necessary, proper, patriotic, and ethical thing to do.
