Rubies, girls..red, red rubies!!

Pink Faceted Ruby from VietnamThe gem trade was stunned in the late 1980s by the discovery of rubies in Vietnam. In what surely must rank as the discovery of the century, tin and gold miners found rubies of a fine color at Luc Yen, north-west of Hanoi in 1986. Then one year later, stones of the similar color were found at Quy Chau, in Nghe An Province, west of the provincial seat of Vinh. Vietnam which had never previously been known for gemstones, suddenly found itself with what many experts believe are the two finest ruby mines in the world. Vietnamese Rubies have radiance in the dark vibrant red color and dazzling lively brilliance that take your breath away.  Most rubies are transparent and boast of a good pink to dark red color.

Abstract

Vietnamese research in geology has indicated a high potential for gemstones in Vietnam and has found in this last decade numerous gem deposits, especially ruby and sapphire. In northern Vietnam, gem corundums are found in the Luc Yen, Yen Bai and Quy Chau areas, in primary deposits hosted by metamorphic rocks and in placers. In secondary deposits, ruby and sapphire are associated with gem spinel and garnet. In southern Vietnam, sapphires are related to alkaline basalts, with blue sapphires being economic. Sapphires are recovered with gem zircons and peridots in placers. Aquamarine, beryl, topaz, quartz crystals (amethyst, citrine, morion), tektite, fluorite, opal, chalcedony, jadeite, nephrite and amazonite are the other gemstones exploited in Vietnam. Ruby, sapphires and pearls provide important commercial exchanges in the gemstones markets of Vietnam and other foreign countries.

Introduction

In the late 1980s, reports emerge from Vietnam of a major discovery of high quality rubies in the northern part of the country, from deposits in the Luc Yen and Yen Bai areas. Ruby occurred in colluvial and alluvial sediments, and the primary source of ruby was suspected to be marble and pegmatite. Placer deposits of ruby were recovered by farmers during routine agricultural activities. Following the discovery of ruby in Luc Yen in 1987, others occurrences of gemstones were found in Thuong Xuan (aquamarine and topaz), Co Phuong (jadeite, nephrite), Thach Khoan (beryl, quartz), Quy Chau (ruby) and in the Dak Lak and Binh Thuan provinces (sapphire). After these discoveries, gemstone exploitation really started in 1988 with the establishment of Vinagemco by the government—a state-owned company for the investigation, mining, processing, and trading of gem materials in Vietnam (Fig. 1). The purpose of this paper is to realize an overview of the gemstones occurrences in Vietnam with a special dedication to ruby and sapphire.

Ruby and sapphire deposits

In northern Vietnam

Yen Bai mining district

The primary corundum occurrences of Yen Bai (Fig. 2) occur within the high-grade metamorphic gneisses of the Day Nui Con Voi range (Pham Van 1996, 2003), which extends to the southeast from the Ailao Shan in Yunnan (China). This range is bounded by lateral strike-slip faults forming the major Cenozoic geological discontinuity in East Asia known as the Ailao Shan-Red River shear zone (Phan Trong et al. 1998, 1999, Leloup et al. 2001). The Day Nui Con Voi range is composed of high-grade metamorphic rocks with sillimanite-biotite-garnet gneisses, mica-schists with local alternation of marbles and amphibolites.

Corundum occurs as:

  • grey to blue sapphires in garnet-sillimanite mica schists and gneisses which contain leucosome and leucocratic granitoidic dykes (Truc Lau gneisses and Khe Nhan meta-pegmatite);
  • in amphibolites converted by the effect of metasomatism in biotite schists with some layers containing centimetre-sized grey to dark sapphires (north of Tan Huong mine, km 15 occurrence;
  • as rubies in large marble boudins intercalated with gneiss, mica schist and amphibolite (Tan Huong drill cores). These marbles represent previous limestones intergrown with mudstones, which were sheared and metamorphosed during the tectonic activity along the Red River shear zone.

The gem deposits are placers exploited along the shear zone as in Tan Huong and Truc Lau (Fig. 2). In Tan Huong, ruby was found and exploited by local farmers in 1994. In 1996, the deposit was managed and exploited by the Vietnam National Gem and Gold Corporation (Fig. 3). From 1994 to 1996, hundreds kilograms of rubies and star rubies were exploited illegally and sold to foreign dealers. The area is composed of metamorphic gneiss, micaceous-quartz schist, marble and amphibolite of the Nui Voi complex that have been intruded by granites, syenites and pegmatite dykes. Ruby and spinel have been found in the magmatic rocks in minor grains as well as in marbles (Nguyen Kinh Quoc et al. 1995). In placers, ruby grains are eroded but the crystals present a prismatic shape, are from 1.0 to 19 mm long, and range in colour from red to reddish and purplish to red. The main associated gem mineral are red and octahedral spinels and blue trapiche-like sapphires. In April 1997, two ruby crystals of 2.58 kg (Fig. 4) and 1.96 kg (star ruby) respectively, of very high quality, were found and declared State treasure.

The Truc Lau paleoplacer consists of 10 m thick of sediments overlying the bedrock. The rubies and blue sapphires are contained in a gravel layer of 5 m thickness that is overlain by a 3.5 m of quaternary sediments and 1-1.5 m of soil. In 2002, up to two boulders (1-2 kg) per month made of pink sapphire and star ruby were recovered from this paleoplacer.

In the Tan Dong placer (Fig. 2), assemblages of blue sapphire-margarite-plagioclase are the remainder of metasomatised pegmatites.

Luc Yen mining district

The ruby and sapphire deposits of Luc Yen (Fig, 2) are set in moderate to high temperature recrystallized marble units of Upper Proterozoic-Lower Cambrian age in the eastern side of the Red River shear zone of the Lo Gam tectonic zone (Hoang Quang et al. 1999, Garnier, 2003, Pham Van 2003).

Primary ruby occurs as:

  • disseminated crystals within marbles with phlogopite, dravite, margarite, pyrite, rutile, spinel, edenite and graphite (Bai Da Lan, An Phu, Minh Tien, Nuoc Ngap, Luc Yen and Khoan Thong mines);
  • veinlets associated with calcite, dravite, pyrite, margarite and phlogopite (An Phu mine);
  • fissures with graphite, pyrite, phlogopite and margarite (Bai Da Lan mine); Minh Tien region (Fig. 5).

Secondary deposits consist of gravel concentration in karst pockets and in alluvial fans in the Luc Yen valleys (Kane et al..1991). The gem-bearing valleys are often narrow, small depressions ranging from 0.5 to 0.7 km2 in area, but most common 2-3 km2. The corundums are pink, purple to red (Fig. 6), and blue and colourless sapphires coexist with rubies as well as with grey to brown and bi-pyramidal sapphires and trapiche rubies. Associated gem minerals include red, pink and pale blue spinel, gem quality multi-colour tourmaline and garnet. The great variety and high quality of the gem material recovered in the placers make the gemstone market in the center of Luc Yen town opened daily for dealers since 1987 (Fig. 7).

Ba Be sapphire occurrence

This is located in the Bac Kan province, 320 km north of Hanoi (Fig. 2). It is located at the proximity of the Nui Chua granite and the Hoang Tri gabbro-monzonite. The colourless to pale blue sapphire is found in a pegmatite, composed of quartz, K-feldspar and muscovite, which intrudes schist and marble. All sapphires are opaque and cannot be used for gem cutting.

Quy Chau mining district

This area, located 200 km south of the Red River shear zone, is formed by the Bu Khang dome (Fig. 1). It consists in a broad antiform of Paleozoic and Mesozoic sedimentary and meta-sedimentary rocks overlaying a core of micaschists, granitoids, paragneisses and orthogneisses (Nguyen Kinh Quoc et al. 1995; Jolivet et al. 1999). The northeastern part of the dome is limited by the major extensional Cenozoic shear zone of Quy Chau. This is where the corundum deposits are located.

Rubies and sapphires have been mined since 1987 from the placer deposits of Doi Ty, Doi San, Mo Coi and Quy Hop (Pham Van, 2003). The corundum occurs principally in the Quy Chau area as:

  • very rare and uneconomic rubies disseminated in marbles associated with pyrite and graphite;
  • in placers which form the economic deposit. In the Doi San and Doi Ty area, granitic intrusions resulted in the injection of pegmatites and the formation of calcium-magnesium-rich skarns in the surrounding marbles, amphibolites, gneiss and micaschists. Rubies were neither observed in the skarn nor in the pegmatite. The genetic origin of this ruby has remained unclear since oxygen isotopes and fluid inclusions studies on these rubies show that they their isotopic signature was metamorphic and similar to that found for typical ruby-hosted marble deposits in northern Vietnam (Garnier, 2003; Giuliani et al., 2003a, b). The gem material consists of ruby, with smaller amount of blue to violet and orange sapphire. Ruby tends to be slightly purplish red in hue position; their crystals are usually in hexagonal prism and barrel shape (Fig. 8).

In Southern Vietnam

The sapphire deposits of southern Vietnam consist of placers formed by the erosion of alkali-basalt flows (Smith et al. 1995). The sapphires present usually prismatic and pyramidal shapes. The size of the crystals is up to 2-7 mm long, but in Dak Nong, Ngoc Yeu and Da Ban areas they sometimes reach 30-40 mm in diameter. Their colour is usually dark blue, sometimes green blue, sky blue, and rarely honey-yellow (except in the Tien Co area in Binh Thuan province).

Several mining district were exploited from 1985 to present. These include:

The Dak Nong area (Dak Lak province)

Here the sapphires are found in weathered residual soils lying above the flows and also in the river and stream fans (Tran Xuan Toan et al. 1995). Generally, the alluvial corundum corresponds to xenocrysts found in situ in basalts (Hoang Nguyen & Flower 1998). The colour of the sapphires ranges from dark blue, through blue, green to yellow. The crystals occur as broken fragments, but with prismatic and bipyramidal shapes and dimensions of up to 1.5 cm long and 0.2-0.4 cm wide.

The Ma Lam and Da Ban area (Binh Thuan province)

The sapphires of these areas show barrel-shaped habits. The stones range from very dark blue to very deep blue. The alluvial corundum sometimes shows glassy-looking margins that indicate high temperature corrosion—indirect evidence of magma transport. In the Da Ban area megacrysts of dark-blue sapphires are sometimes found within alkali-basalts.

Diamond occurrences

Although diamonds are not yet discovered in the country, geological investigations in the north-western part of Vietnam and the Tay Nguyen Highland (Fig. 1) provides promising areas for primary diamond discovery. Recently, the occurrences of lamproïtes (alkali lamprophyres) were reported in the Lai Chau province in the north-western part of Vietnam. In Tay Nguyen (Kon Tum province), kimberlite dykes are discovered and the rocks are made of olivine, phlogopite, garnet, pyrope and perovskite. In the year 2000, small grains of diamonds (smaller than 2 mm in diameter) were recovered from placers in Tay Nguyen (Pham Binh, 2000). More detailed studies and investigation are still needed to prove the occurrences of diamond in Vietnam.

Emerald occurrences

Up to now, emerald and chrysoberyl have not yet been discovered in Vietnam, but the geological formations and structures in Ba Be (Bac Kan province) and Mo Ngot (Vinh Phu province) represent potential areas for emerald and chrysoberyl (Nguyen Kinh Quoc, 1995).

Beryl (var. aquamarine) and topaz occurrences

Xuan Le (Thanh Hoa province)

The first discovery of aquamarine and topaz in Xuan Le area was made in 1985 by a field geologist. Aquamarine is hosted in a swarm of pegmatites, hundreds of metres long and 0.4-5.0 m thick, which contained quartz, K-feldspar, plagioclase, muscovite, biotite and accessory minerals as black tourmaline, colorless topaz, and zircon. The pegmatites are related to the intrusion of syeno-granite and biotite granite. Aquamarine of high gem quality has a hexagonal prismatic shape, is sea blue-coloured, transparent and with the size of the crystals from 5 to 20 cm long, 1 to 6 cm in diameter. These are exploited in elluvial deposits by local farmers.

Topaz in Xuan Le is related to pegmatites with a reserve potential about 41.53 tons (Nguyen Kinh Quoc 1995). The topaz is exploited, mainly in placers, which yield high gem quality material suitable for jewellery. Topaz crystals are usually broken by the alluvial transport, but they have colourless or yellowish colors and high transparency. Accessory minerals are beryl, tourmaline, fluorite, quartz (including smoked quartz) and garnet.

After 1985, numerous occurrences of topaz were found in the Bao Loc and Tu Le areas in the Lam Dong and Yen Bai provinces, respectively.

Thach Khoan (Vinh Phuc province)

Good gem quality beryls are exploited in Thach Khoan. The crystals are transparent to translucent, 3-4 cm in diameter, sometimes 10-30 cm long, and have a sky-blue colour (Fig. 9). In 1999, a crystal of beryl that weighed 75 kilograms, was displayed in the Geological Museum of Vietnam. Accessory minerals are quartz, black tourmaline, feldspar, garnet and kyanite.

Tourmaline

Tourmaline-bearing pegmatite has been reported in the region of Luc Yen (Nguyen Kinh Quoc 1995), but up to now gem quality tourmalines have not been found in situ. They occurred in alluvial gravels associated with gem-corundum or in a weathered crust. The crystals have striated prisms with rounded triangular cross-sections and are variously terminated. The Luc Yen tourmaline has variable colours ranging from green, brown, black to yellow (Fig. 10). Multicolor crystals, usually include alternating pink, purple and yellowish-green colour. Colour zoning is also commonly observed from the centre to the periphery of the crystals, with the combination of pink, purple and dark-green colours being common.

Spinel

Gem spinels were discovered at Tan Huong, Luc Yen and Quy Chau in primary and secondary ruby and sapphire deposits. In Luc Yen mining district, and in Tan Huong mine, spinel crystals are found in dolomitic marbles together with calcite-phlogopite-humite of metamorphic-metasomatic origin. The crystals vary in size from 1 x 1 cm to 3 x 3 cm. They have octahedral form and red to brownish red colour. Crystals of spinel that are recovered from placers are transparent and used for gem cutting, while bigger crystals in their host-rock are usually translucent to opaque and used only as collector’s specimens.

Zircon

Zircon and basaltic sapphires are usually found together in placers from Kon Tum, Dak Lak, Gia Lai, Lam Dong and Binh Thuan provinces. Their colour ranges from colorless to yellow, orange, brownish-orange, brownish to reddish-brown. The habit crystals are combinations of the bi-pyramid and the tetragonal prism. Crystals are usually corroded.

Peridot

Peridot is found mainly in the Ham Rong and Bien Ho basaltic areas of the Gia Lai province (Fig. 1). Peridots are collected from lherzolite xenoliths within the basalt flows. Gem peridot is olive-green to yellowish-green (Fig. 11) with crystals reaching up to 2 x 4 x 4 cm. However, most of peridot occurs in small grains that average 0.6 to 1.5 cm in diameter. Today, peridot is exploited in eluvial and stream gravels by local residents. In some places, the peridot-bearing layers are reached by hand digging 5 m-deep pits.

Tektites

Tektites have been found in many places, from the north to the south of Vietnam. Essentially they are recovered from the highlands of the Tay Nguyen province (Kon Tum and Lam Dong) and the Phu Quoc island. Some occurrences are located near the border between Vietnam and Laos. Almost all of the tewktites are cut as cabochons, or carved into cameos.

Pearl

Today, pearls are cultivated mainly at Cat Ba, Ha Long (Quang Ninh province), Nha Trang (Khanh Hoa province), Con Dao (Vung Tau province) and Phu Quoc (Kien Giang province) (Fig. 1). The pearl farms have been developed with the training and the supervision of Japanese experts. Today, the farms operate with only Vietnamese technicians. Four farms. Which are located at Cat Ba and Ha Long, belong to the Ha Noi Gem and Gold Corporation. Two farms in Nha Trang, and about six farms in Phu Quoc are joint-stock companies with a Japanese partners. Trial harvests have produced pearls with thicker nacre and better lustre than that presently available from both Japanese and Chinese akoyas. From 2001, Vietnamese akoyas will be cultured from spat-reared stock, with an expected yield of 1000 kan (1 kan = 3.745 kg) by the year 2008. Vietnamese akoyas (Fig. 12) range in size from 2 to 8 mm, and are produced in natural golden colour due to the good water quality and protected environment in which the pearls are cultivated Black South Sea pearls are now being cultured in Phuc Quoc. These vary in size from 4 to 8 mm. In Vietnam, 80 per cent of the annual cultured pearl production is exported, with 20 per cent remaining for the domestic markets.

Other gemstones

Quartz is one of the most abundant and widely distributed minerals in Vietnam. Varieties include rock crystal, amethyst, and rose quartz. Rock crystals and smoky quartz are found in pegmatite at Xuan Le (Thanh Hoa), Ky Son (Nghe An), Thach Khoan (Vinh Phu). Amethyst with an attractive purple colour, and high transparency, is found in Don Duong (Lang Son province) and Chu Boc (Gia Lai province) . Rose quartz has been found in Da Nang, morion in Loc Tan (Lam Dong).

Jadeite and nephrite were found in Co Phuong (Son La province). It has a greenish colour and is only used for the carving of fine-art products. Agate has been found in Loc Ninh (Tay Ninh province) and is used for necklaces. Fluorite is distributed widely in Dong Pao (Lai Chau province) and Xuan Lanh (Phu Yen province) Greenish amazonite is found in syenitic pegmatites in An Phu (Luc Yen district) and in Thach Khoan (Vinh Phu province). However, the amazonite only occurs in opaque crystals that are used only for carving.

Conclusion

Up to now, the main economic deposits and occurrences of gemstones in Vietnam are ruby, sapphire, aquamarine and topaz. These gemstones are distributed in different metallogenetic provinces in northern Vietnam as ruby in the marbles from the Day Nui Con Voi metamorphic belt-Red River Fault Zone, topaz and aquamarine from the pegmatites related to acid magmatism in the Thanh Hoa and Vinh Phuc provinces. In southern Vietnam, potential economic deposits of blue sapphire, zircon and peridot are present in the Cenozoic basaltic igneous province. In these areas, additional new gem occurrences have been found, but detailed exploration has not yet been carried out. Deposits of other minerals such as spinel, tourmaline, quartz crystals are widely distributed in the country and have an important role for Vietnam gemstones industry. New discoveries of gemstones occurrences in various region of Vietnam suggest that in the future exploration will reveal additional deposits of economical significance.

How Much Does the U.N. Cost Us?

The OMB should be permanently involved in assessing the cost of the United Nations.

Most everyone knows the United States is the largest contributor to the United Nations and its affiliated funds, programs, and specialized agencies. But nailing down precisely how much we pay into the U.N. system every year is no easy task.

Although most U.S. contributions come from the State Department and the U.S. Agency for International Development, hundreds of millions of dollars also flow into the U.N. system from other parts of the federal government. For instance, the U.S. Department of Agriculture provides funding to the Food and Agriculture Organization, the Department of Energy gives money to the International Atomic Energy Agency, and the Department of Health and Human Services supports the World Health Organization.

Given the complexity of the funding flow, no definitive tally of total U.S. contributions to the U.N. system was available prior to 2006. Until then, estimates relied on incomplete State Department data.

That changed when Senator Tom Coburn (R., Okla.) asked former OMB director Rob Portman for a comprehensive report on total U.S. contributions to the U.N. system for fiscal years 2001 through 2005. Because OMB is in charge of overseeing the preparation of the president’s budget, it was in a position to require all parts of the U.S. government to report the requested information.

The first report was an eye-opener. The OMB calculated that U.S. contributions totaled $4.115 billion in 2004 and $5.327 billion in 2005. The State Department hadestimated 2004 contributions at “well over $3 billion” — only about 75 percent of the actual amount.

For the next two years, Congress required the State Department to compile the report. But State implausibly reported that the U.S. had reduced its U.N. contributions in FY 2006 and, again, in FY 2007.

In response, Congress tasked OMB to compile the report. According to OMB, FY 2010 marked the third consecutive year in which U.S. contributions reached record highs. In FY 2010, they exceeded $7.691 billion — more than $1.3 billion higher than FY 2009’s record of $6.347 billion.

If you’re wondering how much we contributed last year, good luck. Congress neglected to renew the reporting requirement. I’ve spoken to Obama-administration officials, and they say they’ve prepared the data in anticipation of producing the report, but OMB will not issue the report without a Congressional mandate.

Congress appears set to address this in the imminent Continuing Resolution on government funding. The Senate report on the Department of State, Foreign Operations, and Related Programs Appropriations Bill includes a requirement that the administration “post the United States assessed contributions under this heading to the United Nations and its affiliated agencies . . . in a timely manner, and the first such posting should include funding detail for fiscal years 2011 and 2012.” But there is a problem. The direction is for the secretary of state to prepare the report so, once again, Congress could get incomplete information.

Congress should renew this important reporting requirement, but doing so in annual appropriations bills is not enough. Lawmakers should make the OMB reporting requirement permanent.

Money, myth, merit, school and social class in America~

The Americans are a hopelessly young people~~and that to a large extent drives discussions about education and its place in American life.   The Americans are forever fumbling about trying to sort out their place in society~~trying to guess questions such as ~~just what does being elite in America~~mean?~~
~~
 

There are different factors at play in what are, appropriately considered a number of different, and on first blush, self-contradictory, forces at play in all this.~~

~~

 
One of the least mentioned is the shameless, truly shameless, price gouging at private American colleges and prep schools~~and not simply Ivy League schools or their feeder prep schools.  This goes unremarked in the press services, but is certainly well-known to all parents who start plotting children’s education~~sometimes before their birth.~~
~~
 
This gouging cannot be sustained and ought not to be sustained.  What many today forget is that the current fascination with these special schools is very recent, and became, in my lifetime, solely the fixation of middle class hustlers who want their kids to go to these schools for really only one reason–so that the kids will earn more money than do kids who do not.~~
~~
Trouble is~~many I know who in recent years have attended these schools don’t make very much money at all~~so, from a cost accounting perspective–just what precisely are the middle classes investing in by sending their kids to these elite schools?~~
~~
 
America is about money~~solely.~~
~~
 
There used to be a way to determine which preps were for the rich and which for the future servants of the rich–in those days, I could tell you by where you prepped if you were going to be a servant to the rich class or from the rich class itself.~~
~~
Not anymore–In my lifetime Columbia, Hav~ad, Yah~le and the others have become almost exclusively schools for middle class hustlers who think that sending their kids to these places will insure that the kids later are rich.~~
~~
 
In my family, my maternal side was all Columbia and Barnard.  On my father’s side which was, until the Depression rich to the point of impossibility, the sons never went to college at all–they realized that they would inherit the kingdom and simply hire lawyers, doctors, accountants and fund managers~~while the sons themselves lived a life of indolence and ease.~~
~~
Paternal Nana told me, in a troubling recollection for me today recalled here, that the doctor I liked very much and whose mind interested me, could not stay for dinner because “doctors are servants and we are social people.”~~
~~
 
That is an era that, largely, does not exist any more~~for good or ill.~~
~~
The ubiquity of middle class hopes and dreams are the customer base of the elite schools,~~
~~
The customer is being hoodwinked–on a cost benefit basis there is no justification at all to go up to Hav~ad or Yah~le or Columbia in order to later get rich or marry the right girl because your classmates in the main are middle class just like you~~kids feverishly on the make.~~
~~
 
Not very long ago the schools now called the Ivy League had a deuce of a trouble getting rich boys to attend.  In desperation, rank desperation, these schools opened the flood gates based upon not social class but rather on the basis of that horrid synthetic expression called today~~meritocracy~~a word with no meaning–but now widely accepted in America by the professional middle classes who dominate the nation in her day-to-day life.~~
~~
 
There were predictable consequences to all this~~most startling~~and altogether unappreciated in America today, was that meritocracy immediately flooded the elite schools with Jews~~which I can assure you was not the intent of the schools themselves but was unavoidable consequence of  the coming of meritocracy.~~
~~
Jews are not smarter than are others but many of them teach their children what they need to do to get ahead–while other groups generally do not~~meaning today–get into the professions by attending what are now very erroneously called elite schools.~~
~~
 
Trouble again is that elite in America means inheriting, making or marrying money~~and, it becomes increasingly apparent that Hav~ad and Yah~le and Colombia and so forth~~ are tickets principally to a reasonably comfortable middle class professional life~~and no more~~not much to do with being, or getting, rich.~~
~~

Retro~America~life at the five and dime~

Far and away, unemployment and simply bad employment is the number one concern to be addressed in this country today. We make little distinction between absolute joblessness and the more widespread condition of having a highly educated young demographic working for the foreseeable in dime stores. America cannot survive with such a bleak employment picture.~~

It is a national imperative to bring jobs back to America and to keep them here. It is similarly an imperative to have all American flagged companies employ American workers and that every stitch of retail product is made in America by American citizens.~~

~~

There is certainly nothing wrong~or immoral~about working in a five and dime~but~I gotta ask~can an advanced economy survive when most of her people can’t hope for more than nickels and dimes?

Rather than turning all elements of the debate over how to create and encourage finding good jobs for good American workers into a tiresome political re-hash of old concepts of social structure, let’s take the best elements of seemingly conflicting attitudes and get to the business of solving the problem. Yet, of course for the reader who has had his mind formed in the previous century, words do have meanings.~~

Can apparently conflicting concepts come together to solve the problem of wretched poverty and unemployment in America?~~

~~

We say, yes indeedy, Sir!~~

~~

Consider first socialism—a word with a most nasty reputation. America has, indisputably, been a socialist nation for eighty years and few, if any, would move away from the main elements of that structure. Yet socialism is an extremely hot, political, and, somewhat less so, commercial hot potato. No conventional politician admits to being a socialist when in fact, they all are—and we all are. However, the reality is that socialism, while it plays a role in advanced society, must take a secondary chair to commercial interest. After all, it is business that hires people and puts them in real jobs. Likewise, business produces necessary goods and services needed by the nation. Socialism run amok destroys commerce and that is not in the best interest of the nation. If this solution is given a proper chance to work, commercial enterprises must take proper care of the workers—providing good pay, good benefits and, of great importance, good retirement programs of the sort that were prevalent in the very recent past—by law. Such good pay and benefit laws will serve to calm the social anxiety so prevalent today and make for a happier, more secure and productive work force.~~

Consider second, free market capitalism as a political construct. There, the vogue obsession is with balancing budgets and eliminating deficits. While I understand that young Mr. Ryan, a chief proponent of such austerity measures, likely thinks he is doing God’s work, I must caution him and others who stand with him that, in real life, these concerns are abstractions of academic economics best left in classrooms.  Again, we ask of young Ryan and others—what, tangibly, have these things that you propose to do with getting Americans good jobs—right now? Again, the obsession ought properly to be with nurturing commerce–directly. In the anticipated system, the employer will provide a good wage, sterling health care and good, old-fashioned, retirement benefits. The massive new tax base of well paid workers thus created will quickly eliminate deficits and balance all federal, state and local budgets.~~

Mr. Ryan and friends are admonished that deficit spending of itself is not a mortal sin. What sin there is in it comes when deficits are rung up for the wrong reasons.~~

~~

The issue as to ringing up deficits is not if they lead to an artificial economic construct but rather if they are beneficial expenditures.~~

~~

Both sides must put aside their intense enmity for one another to get this absolutely imperative program moving. Right away. This is an idea that cannot have any, legitimate, rhetorical enemies.~~

~~

It is not complex to accomplish this end. It requires simply the will to get the massive and spreading cancer of unemployment and low-level employment cured and cured quickly. This aggressive cancer, this wasting of good people who cannot participate properly in the work world no matter how hard they try, must be addressed as such—a hostile enemy of America.~~

~~

We propose the latter-day, moral equivalent of a day, plus one, past Pearl Harbor, to immediately put into place an equally aggressive attack on this unemployment cancer by adopting a massive hiring of workers to good jobs under the auspices of this most necessary industrial program.~~

~~

Our liberal democracy must now agree to put aside a key element of its DNA. It must take draconian action on a monumentally serious issue. The alternative is certain, swift and savage revolution that very few in America will like but, by the time it comes, it will be too late to alter course.~~

Harry–this is a most interesting expostulation on the peoples of New England and of the French Canadians whose blood I likewise share– and of the Americans themselves in recent times.

I too am impressed by the humble and go-get-’em attitude of the American Yankee.

While I am of mixed blood lines–to include a dosage of the Southland–Yankee ingenuity and hard work and lack of complaint in adversity has always much impressed me.

America could use more of that and America most particularly could use a public recognition in her politics of that humble work ethic and I think that the right, proper and winning horse and jockey to set things right again in this country begins with the sincere statement~ at the starter’s gate~ at the outset~ of a Presidential campaign that:

“I am a man of very little importance~now willing to take on a job for the citizens that is largely symbolic and my government will be guided by 3 tenets alone:
~
Protect the people.
Facilitate commerce.
Leave the people the hell alone.”

I think such a program would win election without any use of the whip but the issue is~~

Where is such a man to ride this winning horse?

Is he from Maine, from French Canada, from the Southland~~from where–if I were a younger man with younger arteries I would take on such a campaign~~lamentably I am neither of those.

I do hope such a man presents himself to the Americans~~who are rightly and sorely aggrieved at looking on what the city of my birth–Washington–has become–

my city is supposed to be a servant but she has become instead a gluttonous monster.

This essay, written by Patrick Barron, was originally published by the Ludwig von Mises Institute on Jan. 13.

Hyperinflation leads to the complete breakdown in the demand for a currency, which means simply that no one wishes to hold it. Everyone wants to get rid of that kind of money as fast as possible. Prices, denominated in the hyper-inflated currency, suddenly and dramatically go through the roof. The most famous examples, although there are many others, are Germany in the early 1920s and Zimbabwe just a few years ago. German Reichsmarks and Zim dollars were printed in million and even trillion unit denominations.

We may scoff at such insanity and assume that America could never suffer from such an event. We are modern. We know too much. Our monetary leaders are wise and have unprecedented power to prevent such an awful outcome.

Think again.

Our monetary leaders do not understand the true nature of money and banking; thus, they advocate monetary expansion as the cure for every economic ill. The multiple quantitative easing programs perfectly illustrate this mindset. Furthermore, our monetary leaders actually advocate a steady increase in the price level, what is popularly known as inflation. Any perceived reduction in the inflation rate is seen as a potentially dangerous deflationary trend, which must be countered by an increase in the money supply, a reduction in interest rates, and/or quantitative easing. So an increase in inflation will be viewed as success, which must be built upon to ensure that it continues. This mindset will prevail even when inflation runs at extremely high rates.

Like previous hyperinflations throughout time, the actions that produce an American hyperinflation will be seen as necessary, proper, patriotic, and ethical; just as they were seen by the monetary authorities in Weimar Germany and modern Zimbabwe. Neither the German nor the Zimbabwean monetary authorities were willing to admit that there was any alternative to their inflationist policies. The same will happen in America.

The most likely trigger to hyperinflation is an increase in prices following a loss of confidence in the dollar overseas and its repatriation to our shores. Committed to a low interest rate policy, our monetary authorities will dismiss the only legitimate option to printing more money — allowing interest rates to rise. Only the noninflationary investment by the public in government bonds would prevent a rise in the price level, but such an action would trigger a recession. This necessary and inevitable event will be vehemently opposed by our government, just as it has been for several years to this date.

Instead, the government will demand and the Fed will acquiesce in even further expansions to the money supply via direct purchases of these government bonds, formerly held by our overseas trading partners. This will produce even higher levels of inflation, of course. Then, in order to prevent the loss of purchasing power by politically connected groups, the government will print even more money to fund special payouts to these groups. For example, government will demand that Social Security beneficiaries get their automatic increases; likewise for the quarter of the population getting disability benefits. Military and government employee pay will be increased. Funding for government cost-plus contracts will ratchet up. As the dollar drops in value overseas, local purchases by our overextended military will cost more in dollar terms (as the dollar buys fewer units of the local currencies), necessitating an emergency increase in funding. Of course, such action is necessary, proper, patriotic, and ethical.

Other Federal employee sectors like air traffic controllers and the TSA workers will likely threaten to go on strike and block access to air terminal gates unless they get a pay increase to restore the purchasing power of their now meager salaries.

State and local governments will also be under stress to increase the pay of their public safety workers or suffer strikes which would threaten social chaos. Not having the ability to increase taxes or print their own money, the Federal government will be asked to step in and print more money to placate the police and firemen. Doing so will be seen as necessary, proper, patriotic, and ethical.

Each round of money printing eventually feeds back into the price system, creating demand for another round of money printing … and another … and another, with each successive increase larger than the previous one, as is the nature of foolishly trying to restore money’s purchasing power with even more money. The law of diminishing marginal utility applies to money as it does to all goods and services. The political and social pressure to print more money to prevent a loss of purchasing power by the politically connected and government workers will be seen as absolutely necessary, proper, patriotic, and ethical.

Many will not survive. Just as in Weimar Germany, the elderly who are retired on the fruits of a lifetime of savings will find themselves impoverished to the point of despair. Suicides among the elderly will be common. Prostitution will increase, as one’s body becomes the only saleable resource for many. Guns will disappear from gun shops, if not through panic buying then by outright theft by armed gangs, many of whom may be your previously law-abiding neighbors.

Businesses will be vilified for raising prices. Goods will disappear from the market as producer revenue lags behind the increase in the cost of replacement resources. Government’s knee-jerk solution is to impose wage and price controls, which simply drive the remaining goods and services from the white market to the gangster-controlled black market. Some will sit out the insanity. Better to build inventory than sell it at a loss. Better still to close up shop and wait out the insanity. So government does the necessary, proper, patriotic, and ethical thing: it prints even more money and prices increase still more.

The money you have become accustomed to using and saving eventually becomes worthless; it no longer serves as a medium of exchange. No one will accept it. Yet the government continues to print it in ever greater quantities and attempts to force the citizens to accept it. Our military forces overseas cannot purchase food or electrical power with their now worthless dollars. They become a real danger to the local inhabitants, most of whom are unarmed. The US takes emergency steps to evacuate dependents back to the States. It even considers abandoning our bases and equipment and evacuating our uniformed troops when previously friendly allies turn hostile.

And yet the central bank continues to print money. Politically-connected constituents demand that it do so, and it is seen as the absolutely necessary, proper, patriotic, and ethical thing to do.

George Herbert Walker Bush took to heart and took to high office a sense of DUTY~~that, from itself, emanates from the proper notion of noblesse oblige.~~

As an aside, King George died shortly after my birth and Queen Elizabeth has repeatedly mentioned that her Father schooled her principally as to Her DUTY.~~

Queen has performed Her DUTY admirably and without any trace of scandal or personal aggrandizement in the intervening 62 years.  She is, truly, an admirable figure.~~

So, too,  George Herbert Walker Bush, took his sense of duty, of giving back to the nation that had given him such great advantage, very, very seriously.~~

It has been said of him and it is true that he is the only President, save perhaps some of the men who were here at the foundation, who was “born to be President.” And, so he was.~~

The PA world that so formed and likewise so suited President Bush arguably doesn’t exist anymore.~~

Life is all Helter-skelter and we are not better men for that~~but~~well then~~there it is.~~

The world lacks for order and constancy~~and selfless duty.~~

George Herbert Walker Bush did not inspire in people love and affection in the way that President Reagan did~~but of course he was a very different sort of man.~~

And, he was a good man.  A man driven principally by duty derived of social ranking~~which today we could have a great deal more of~~if we can, please. Thank you.~~

He was, first, middle, and last, a swell PA lad.

Mr. Chairman and my fellow citizens:

In accepting the great honor that you have brought to me, I desire to speak so simply and so plainly that every man and woman in the United States who may hear or read my words cannot misunderstand.

The last 3 years have been a time of unparalleled economic calamity. They have been years of greater suffering and hardship than any which have come to the American people since the aftermath of the Civil War. As we look back over these troubled years we realize that we have passed through two different stages of dislocation and distress.

Before the storm broke we were steadily gaining in prosperity. Our wounds from the war were rapidly healing. Advances in science and invention had opened vast vistas of new progress. Being prosperous, we became optimistic–all of us. From optimism some of us went to overexpansion in anticipation of the future, and from overexpansion to reckless speculation. In the soil poisoned by speculation grew those ugly weeds of waste, exploitation, and abuse of financial power. In this overproduction and speculative mania we marched with the rest of the whole world. Then 3 years ago came retribution by the inevitable worldwide slump in the consumption of goods, in prices, and employment. At that juncture it was the normal penalty for a reckless boom such as we have witnessed a score of times in our national history. Through such depressions we have always passed safely after a relatively short period of losses, of hardship, and of adjustment. We have adopted policies in the Government which were fitting to the situation. Gradually the country began to right itself. Eighteen months ago there was a solid basis for hope that recovery was in sight.

Then, there came to us a new calamity, a blow from abroad of such dangerous character as to strike at the very safety of the Republic. The countries of Europe proved unable to withstand the stress of the depression. The memories of the world had ignored the fact that the insidious diseases left by the Great War had not been cured. The skill and intelligence of millions in Europe had been blotted out by battle, by disease, and by starvation. Stupendous burdens of national debt had been built up. Poisoned springs of political instability lay in the treaties which closed the war. Fear and hates held armament to double those before the great conflict. Governments were fallaciously seeking to build back by enlarged borrowing, by subsidizing industry and employment from taxes that slowly sapped the savings upon which industry and rejuvenated commerce must be built. Under these strains the financial systems of foreign countries crashed one by one.

New blows with decreasing world consumption of goods and from failing financial systems rained upon our people. We are a part of the world the disturbance of whose remotest populations affects our financial system, our employment, our markets, and the prices of our farm products. Thus beginning 18 months ago, the worldwide storm grew rapidly to hurricane force and the greatest economic emergency in all the history of the world. Unexpected, unforeseen, violent shocks with every month brought new dangers and new emergencies to our country. Fear and apprehension gripped the heart of our people in every village and city.

If we look back over the disasters of these 3 years, we find that three-quarter of the population of the globe has suffered from the flames of revolution. Many nations have been subject to constant change and vacillation of government. Others have resorted to dictatorship or tyranny in desperate attempts to preserve some kind of social order.

I may pause for one short illustration of the character of one single destructive force arising from these causes which we have been compelled to meet. That was its effect upon our financial structure. Foreign countries, in the face of their own failures, the failures of their neighbors, not believing that we had either the courage or the ability or the strength to meet this crisis, withdrew from the United States over $2,400 million, including a billion of gold. Our own alarmed citizens withdrew over $1,600 million of currency from our banks into hoarding. These actions, combined with the fears that they generated, caused a shrinkage of credit available for the conduct of industry and commerce by several times even these vast sums. Its visible expression was the failures of banks and business, the demoralization of security and real property values, of the commodity prices, and of employment. And that was but one of the invading forces of destruction that we have been compelled to meet in the last 18 months.

Two courses were open to us. We might have done nothing. That would have been utter ruin. Instead, we met the situation with proposals to private business and to the Congress of the most gigantic program of economic defense and counterattack ever evolved in the history of the Republic. We put that program in action.

Our measures have repelled these attacks of fear and panic. We have maintained the financial integrity of the Government. We have cooperated to restore and stabilize the situation abroad. As a nation we have paid every dollar demanded of us. We have used the credit of the Government to aid and protect our institutions, both public and private. We have provided methods and assurances that none suffer from hunger or cold amongst our people. We have instituted measures to assist our farmers and our homeowners. We have created vast agencies for employment. Above all, we have maintained the sanctity of the principles upon which this Republic has grown great.

In a large sense the test of the success of our program is simple. Our people, while suffering great hardships, have been and will be cared for. In the long view our institutions have been sustained intact and are now functioning with increasing confidence for the future. As a nation we are undefeated and unafraid. And again above all, government by the people has not been defiled.

With the humility of one who by necessity has stood in the midst of this storm I can say with pride that the distinction for these accomplishments belongs not to the Government or to any individual. It is due to the intrepid soul of our people. It is to their character, their fortitude, their initiative, and their courage that we owe these results. We of this generation did not build this great Ship of State. But the policies that we have inaugurated have protected and aided its navigation in this terrible storm. These policies and programs have not been partisan. I gladly give tribute to those members of the Democratic Party in the Congress whose patriotic cooperation against factional and demagogic opposition has assisted in a score of great undertakings. I likewise give credit to Democratic as well as Republican leaders among our citizens for their cooperation and their help.

A record of these dangers and these policies of the last 3 years will be set down in the books. Much of it is of interest only to history. Our interest now is in the future. I dwell upon these policies and these programs and problems only where they illustrate the questions of the day and our course for the future. As a government and as a people we still have much to do. We must continue the building of our measures of restoration. We must profit by the lessons of this experience.

Before I enter upon a discussion of these policies I wish to say something of my conception of the relations of our Government to the people and the responsibilities of both, particularly as applied to these times. The spirit and the devising of this Government by the people was to sustain a dual purpose–on the one hand to protect our people amongst nations and in domestic emergencies by great national power, and on the other to preserve individual liberty and freedom through local self-government.

The function of the Federal Government in these times is to use its reserve powers and its strength for the protection of citizens and local governments by the support to our institutions against forces beyond their control. It is not the function of the Government to relieve individuals of their responsibilities to their neighbors, or to relieve private institutions of their responsibilities to the public, or the local government to the States, or the responsibilities of State governments to the Federal Government. In giving that protection and that aid the Federal Government must insist that all of them exert their responsibilities in full. It is vital that the programs of the Government shall not compete with or replace any of them but shall add to their initiative and to their strength. It is vital that by the use of public revenues and public credit in emergencies that the Nation shall be strengthened and not weakened.

And in all these emergencies and crises, and in all our future policies, we must also preserve the fundamental principles of our social and our economic system. That system was rounded upon a conception of ordered freedom. The test of that freedom is that there should be maintained an equality of opportunity to every individual so that he may achieve for himself the best to which his character, ability, and ambition entitle him. It is only by the release of initiative, this insistence upon individual responsibility, that we accrue the great sums of individual accomplishment which carry this Nation forward. This is not an individualism which permits men to run riot in selfishness or to override equality of opportunity for others. It permits no violation of ordered liberty. In the race after false gods of materialism men and groups have forgotten their country. Equality of opportunity contains no conception of exploitation by any selfish, ruthless, class-minded men or groups. They have no place in the American system. As against these stand the guiding ideals and the concepts of our Nation. I propose to maintain them.

The solution of our many problems which arise from the shifting scene of national life is not to be found in haphazard experimentation or by revolution. It must be through organic development of our national life under these ideals. It must secure that cooperative action which brings initiative and strength outside of the Government. It does not follow, because our difficulties are stupendous, because there are some souls timorous enough to doubt the validity and effectiveness of our ideals and our system, that we must turn to a State-controlled or State-directed social or economic system in order to cure our troubles. That is not liberalism; that is tyranny. It is the regimentation of men under autocratic bureaucracy with all its extinction of liberty, of hope, and of opportunity. Of course, no man of understanding says that our system works perfectly. It does not for the human race is not yet perfect. Nevertheless, the movement of true civilization is towards freedom rather than regimentation. And that is our ideal.

Ofttimes the tendency of democracy in the presence of national danger is to strike blindly, to listen to demagogues and to slogans, all of which destroy and do not save. We have refused to be stampeded into such courses. Ofttimes democracy elsewhere in the world has been unable to move fast enough to save itself in emergency. There have been disheartening delays and failures in legislation and private action which -have added to the losses of our people, yet this democracy of ours has proved its ability to act.

Our emergency measures of the last 3 years form a definite strategy dominated in the background by these American principles and ideals, forming a continuous campaign waged against the forces of destruction on an ever-widening and a constantly shifting front.

Thus we have held that the Federal Government should in the presence of great national danger use its powers to give leadership to the initiative, the courage, and the fortitude of the people themselves, but that it must insist upon individual, community, and State responsibility. That it should furnish leadership to assure the coordination and unity of great existing agencies, governmental and private, for economic and humanitarian action. That where it becomes necessary to meet emergencies beyond the power of these agencies by the creation of new governmental instrumentalities, that they should be of such character as not to supplant or weaken, but rather to supplement and strengthen, the initiative and enterprise of our people. That they must, directly or indirectly, serve all of the people. And above all, that they should be set up in such form that once the emergency is past they can and must be demobilized and withdrawn, leaving our governmental, economic, and social structure strong and whole.

We have not feared boldly to adopt unprecedented measures to meet unprecedented violences of the storm. But, because we have kept ever before us these eternal principles of our Nation, the American Government in its ideals is the same as it was when the people gave the Presidency to my trust. We shall keep it so. We have resolutely rejected the temptation, under pressure of immediate events, to resort to those panaceas and short cuts which, even if temporarily successful, would ultimately undermine and weaken what has slowly been built and molded by experience and effort throughout these 150 years.

It was in accordance with these principles that at the first stage of the depression I called upon the leaders of business and of labor and of agriculture to meet with me and induced them, by their own initiative, to organize against the panic with all its devastating destruction; to uphold wages until the cost of living was adjusted; to spread existing employment through shortened hours; and to advance construction work against future need.

It was in pursuance of that same policy that I have each winter thereafter assumed the leadership in mobilizing all of the voluntary and official organizations throughout the country to prevent suffering from hunger and cold, and to protect millions of families stricken by drought. And when it became advisable to strengthen the States who could no longer carry the full burden of relief to distress, it was in accordance with these principles that we held that the Federal Government should do so through loans to the States and thus maintain the fundamental responsibility of the States themselves. We stopped the attempt to turn this effort to the politics of selfish sectional demands, and we kept it based upon human need.

It was in accordance with these principles that, in aid to unemployment, we expend some $600 millions in Federal construction of such public works as can be justified as bringing early and definite returns. We have opposed the distortion of these needed works into pork-barrel nonproductive works which impoverish the Nation.

It is in accord with these principles and these purposes that we have made provision for $1,500 millions of loans to self-supporting works so that we may increase employment in productive labor. We rejected projects of wasteful nonproductive work allocated for purposes of attracting votes instead of affording relief. Thereby, instead of wasteful drain upon the taxpayer, we secured the return of their cost to Government agencies and at the same time we increased the wealth of the Nation.

It was in accordance with these principles that we have strengthened the capital of the Federal land banks–that, on the one hand, confidence in their securities should not be impaired, and that on the other, the farmers indebted to them should not be unduly deprived of their homes. It was in accordance with these purposes that the Farm Board by emergency loan to farmers’ cooperatives served to stem panics in agricultural prices and saved hundreds of thousands of farmers and their creditors from bankruptcy. It was in accord with these ideas that we have created agencies to prevent bankruptcy and failure in their cooperative organizations; that we are erecting new instrumentalities to give credit facilities for their livestock growers and their orderly marketing of their farm products.

It is in accordance with these principles that in the face of the looming European crises we sought to change the trend of European economic degeneration by our proposals of the German moratorium and the standstill agreements on German private debts. We stemmed the tide of collapse in Germany and the consequent ruin of its people. In furtherance of world stability we have made proposals to reduce the cost of world armaments by $1 billion a year.

It was in accordance with these principles that I first secured the creation by private initiative of the National Credit Association, whose efforts prevented the failure of hundreds of banks, and the loss to countless thousands of depositors who had loaned all of their savings to them.

It was in accord with these ideas that as the storm grew in intensity we created the Reconstruction Finance Corporation with a capital of 2 billions more to uphold the credit structure of the Nation, and by thus raising the shield of Government credit we prevented the wholesale failure of banks, of insurance companies, of building and loan associations, of farm mortgage associations, and of railroads in all of which the public interest is paramount. This disaster has been averted through the saving of more than 5,000 institutions and the knowledge that adequate assistance was available to tide others over the stress. This has been done not to save a few stockholders, but to save 25 millions of American families, every one of whose very savings and employment might have been wiped out and whose whole future would have been blighted had these institutions gone down.

It was in accordance with these principles that we expanded the functions and the powers of the Federal Reserve banks that they might counteract the stupendous shrinkage of credit due to fear and to hoarding and the foreign withdrawal of our resources.

It was in accordance with these principles that we are now in process of establishing a new system of home loan banks so that through added strength and through cooperation between the building and loan associations, the savings banks and other institutes we may relax the pressures on forfeiture of homes and procure the release of new resources for the construction of more homes and the employment of more men.

It was in accordance with these principles that we have insisted upon a reduction of governmental expenses, for no country can squander itself to prosperity on the ruins of its taxpayers. And it was in accordance with these purposes that we have sought new revenues to equalize the diminishing income of the Government in order that the power of the Federal Government to meet the emergency should be impregnable.

It was in accordance with these principles that we have joined in the development of a world economic conference to bulwark the whole international fabric of finance, of monetary values, and the expansion of world commerce.

It was in accordance with these principles and these policies that I am today organizing the private industrial and financial resources of the country to cooperate effectively with the vast governmental instrumentalities which we have in motion, so that through their united and coordinated efforts we may move from defense to a powerful attack upon the depression along the whole national front.

These programs, unparalleled in the history of depressions of any country and in any time, to care for distress, to provide employment, to aid agriculture, to maintain the financial stability of the country, to safeguard the savings of the people, to protect their homes, are not in the past tense–they are in action. I shall propose such other measures, public and private, as may be necessary from time to time to meet the changing situations that may occur and to further speed our economic recovery. That recovery may be slow, but we shall succeed.

And come what may, I shall maintain through all these measures the sanctity of the great principles under which the Republic over a period of 150 years has grown to be the greatest Nation of the Earth.

I should like to digress a second for an observation on the last 3 years which should exhilarate the faith of every American–and that is the profound growth of the sense of social responsibility in our Nation which this depression has demonstrated.

No Government in Washington has hitherto considered that it held so broad a responsibility for leadership in such times. Despite hardships, the devotion of our men and women to those in distress is demonstrated by the national averages of infant mortality, general mortality, and sickness, which are less today than in times even of prosperity. For the first time in the history of depressions, dividends and profits and the cost of living have been reduced before wages have been sacrificed. We have been more free from industrial conflict through strikes and lockouts and all forms of social disorder than even in normal times. The Nation is building the initiative of men and of women toward new fields of social cooperation and new fields of endeavor.

So much for the great national emergency and the principles of government for which we stand and their application to the measures we have taken.

There are national policies wider than the emergency, wider than the economic horizon. They are set forth in our platform. Having had the responsibility of this office, my views upon most of them are clearly and often set forth in public record. I may, however, summarize some of them.

First: I am squarely for a protective tariff. I am against the proposal of “a competitive tariff for revenue” as advocated by our opponents. That would place our farmers and our workers in competition with peasant and sweated-labor products from abroad.

Second: I am against their proposals to destroy the usefulness of the bipartisan Tariff Commission, the establishment of whose effective powers we secured during this administration just 25 years after it was first advocated by President Theodore Roosevelt. That instrumentality enables us to correct any injustice and to readjust the rates of duty to shifting economic change, without constant tinkering and orgies of logrolling by Congress. If our opponents will descend from the vague generalization to any particular schedule, if it be higher than necessary to protect our people or insufficient for their protection, it can be remedied by this bipartisan Commission without a national election.

Third: My views in opposition to the cancellation of the war debt are a matter of detailed record in many public statements and in a recent message to the Congress. They mark a continuity of that policy maintained by my predecessors. I am hopeful of such drastic reduction of world armament as will save the taxpayers in debtor countries a large part of the cost of their payments to us. If for any particular annual payment we were offered some other tangible form of compensation, such as the expansion of markets for American agriculture and labor, and the restoration and maintenance of our prosperity, then I am sure our citizens would consider such a proposal. But it is a certainty that these debts must not be canceled or these burdens transferred to the backs of the American people.

Fourth: I insist upon an army and navy of a strength which guarantees that no foreign soldier will land upon the American soil. That strength is relative to other nations. I favor every arms reduction which preserves that relationship.

I favor rigidly restricted immigration. I have by executive direction in order to relieve us of added unemployment, already reduced the inward movement to less than the outward movement. I shall adhere to that policy.

Sixth: I have repeatedly recommended to the Congress a revision of railway transportation laws, in order that we may create greater stability and greater assurance of that vital service in our transportation. I shall Persist in it.

I have repeatedly recommended the Federal regulation of interstate power. I shall persist in that. I have opposed the Federal Government undertaking the operation of the power business. I shall continue in that opposition.

I have for years supported the conservation of national resources. I have made frequent recommendations to the Congress in respect thereto, including legislation to correct the waste and destruction of these resources through the present interpretations of the antitrust laws. I shall continue to urge such action.

This depression has exposed many weaknesses in our economic system. There has been exploitation and abuse of financial power. We will fearlessly and unremittingly reform these abuses. I have recommended to the Congress the reform of our banking laws. Unfortunately this legislation has not yet been enacted. The American people must have protection from insecure banking through a stronger banking system. They must be relieved from conditions which permit the credit machinery of the country to be made available without check for wholesale speculation in securities with ruinous consequence to millions of our citizens and to our national economy. I have recommended to Congress methods of emergency relief to the depositors of closed banks. For 7 years I have repeatedly warned against private loans abroad for nonproductive purposes. I shall persist in all those matters.

I have insisted upon a balanced budget as the foundation of all public and private financial stability and of all public confidence. I shall insist on the maintenance of that policy. Recent increases in revenues, while temporary, should be again examined, and if they tend to sap the vitality of industry, and thus retard employment, they should be revised.

The first necessity of the Nation, the wealth and income of whose citizens has been reduced, is to reduce the expenditures on government-national, State, and local. It is in the relief of taxes from the backs of men through which we liberate their powers. It is through lower expenditures that we get lower taxes. This must be done. A considerable reduction in Federal expenditures has been attained. If we except those extraordinary expenditures imposed upon us by the depression, it will be found that the Federal Government is operating some $200 million less annually today than 4 years ago. The Congress rejected recommendations from the administration which would have saved an additional $150 million this fiscal year. The opposition leadership insisted, as the price of vital reconstruction legislation and over the protest of our leaders, upon adding $300 million of costs to the taxpayer through public works inadvisable at this time. I shall repeat these proposals for economy. The opposition leadership in the House of Representatives in the last 4 months secured the passage by that House of $3 billion in raids upon the Public Treasury. They have been stopped, and I shall continue to oppose such raids.

I have repeatedly for 7 years urged the Congress either themselves to abolish obsolete bureaus and commissions and to reorganize the whole Government structure in the interest of economy, or to give someone the authority to do it. I have succeeded partially in securing that authority, but I regret that no great act under it can be effective until after the approval of the next Congress.

With the collapse of world prices and the depreciated currencies the farmer was never so dependent upon his tariff protection for recovery as he is at the present time. We shall hold to that as a national policy. We have enacted many measures of emergency relief to agriculture. They are having their effect. I shall keep them functioning until the strain is past. The original purpose of the Farm Board was to strengthen the efforts of the farmer to establish his own farmer-owned, farmer controlled marketing agencies. It has greatly succeeded in this purpose, even in these times of adversity. The departure of the Farm Board from its original purpose by making loans to farmers’ cooperatives to preserve prices from panic served an emergency, but such an action in normal times is absolutely destructive of the farmers’ own interest.

We still have vast problems to solve in agriculture. But no power on Earth can restore prices except by restoration of the general recovery and by restoration of markets. Every measure that we have taken looking to general recovery is of benefit to the farmer. There is no relief to the farmer by extending governmental bureaucracy to control his production and thus to curtail his liberties, nor by subsidies that bring only more bureaucracy and their ultimate collapse. And I shall continue to oppose
them.

The most practicable relief to the farmer today aside from general economic recovery is a definite program of readjustment and coordination of national, State, and local taxation which will relieve real property, especially the farms, from the unfair burdens of taxation which the current readjustment in values have brought about. To that purpose I propose to devote myself.

I have always favored the development of rivers and harbors and highways. These improvements have been greatly expedited in the last 30 years. We shall continue that work to completion. After 20 years of discussion between the United States and our great neighbor to the north, I have signed a treaty for the construction of the Great Lakes-St. Lawrence seaway. That treaty does not injure the Chicago to the Gulf waterway, the work upon which, together with the whole Mississippi system, I have expedited, and in which I am equally interested. We shall undertake this great seaway, the greatest public improvement ever undertaken upon our continent, with its consequent employment of men as quickly as that treaty can be ratified.

Our views upon sound currency require no elucidation. They are indelibly a part of Republican history and policies. We have affirmed them by preventing the Democratic majority in the House from effecting wild schemes of uncontrolled inflation in the last 4 months.

There are many other important subjects set forth in the platform and in my public statements in the past for which I will not take your time. There are one or two others that do merit some emphasis.

The leadership of the Federal Government is not to be confined to economic and international questions. There are problems of the home and the education of children and of citizenship. They are the most vital of all to the future of the Nation. Except in the case of aids to States which I have recommended for stimulation of the protection and health of children, they are not matters of legislation. We have given leadership to the initiative of our people for social advancement through this organization against illiteracy, through the White House conferences on the protection and health of children, through the national conferences on homeownership, through the stimulation of social and recreational agencies. These are the visible evidences of spiritual leadership in the Government. They will be continued, and they will be constantly invigorated.

My foreign policies have been devoted to strengthening the foundations of world peace. We inaugurated the London Naval Treaty which reduced arms and limited the ratios between the fleets of the three powers. We have made concrete proposals at Geneva to reduce the armaments of the world by one-third. It would save the taxpayers of the world a billion a year. We could save ourselves 200 millions a year. It would reduce fear and danger of war. We have expanded the arbitration of disputes. I have recommended joining the World Court under proper reservations preserving our freedom of action. Above all, we have given leadership in the transforming of the Kellogg-Briand Pact from an inspiring outlawry of war to an organized instrument for peaceful settlements backed by definite mobilized world public opinion against aggression. We shall, under the spirit of that pact, consult with other nations in time of emergency to promote world peace. We shall enter into no agreements committing us to any future course of action or which call for use of force in order to preserve peace.

I have projected a new doctrine into international affairs–the doctrine that we do not and never will recognize title to the possession of territory gained in violation of the peace pacts which were signed with us. That doctrine has been accepted by all the nations of the world on a recent critical occasion, and within the last few days has been again accepted by all the nations of the Western Hemisphere. That is public opinion made tangible and effective.

The world needs peace. It must have peace with justice. I shall continue to strive unceasingly, with every power of mind and spirit, to explore every possible path that leads towards a world in which right triumphs over force, in which reason rules over passion, in which men and women may rear their children not to be devoured by war but to pursue in safety the nobler arts of peace.
I shall continue to build upon these designs.

Across the path of the Nation’s consideration of these vast problems of economic and social order there has arisen a bitter controversy over the control of the liquor traffic. I have always sympathized with the high purpose of the 18th amendment, and I have used every power at my command to make it effective over this entire country. I have hoped that it was the final solution of the evils of the liquor traffic against which our people have striven for generations. It has succeeded in great measure in those many communities where the majority sentiment is favorable to it. But in other and increasing numbers of communities there is a majority sentiment unfavorable to it. Laws which are opposed by the majority sentiment create resentments which undermine enforcement and in the end produce degeneration and crime.

Our opponents pledge the members of their party to destroy every vestige of constitutional and effective Federal control of the traffic. That means that over large areas the return of the saloon system with its corruption, its moral and social abuse which debauched the home, its deliberate interference with the States endeavoring to find honest solution, its permeation of political parties, its perversion of legislatures, which reached even to the Capital of the Nation. The 18th amendment smashed that regime as by a stroke of lightning. I cannot consent to the return of that system again.

We must recognize the difficulties which have developed in making the 18th amendment effective and that grave abuses have grown up. In order to secure the enforcement of the amendment under our dual form of government, the constitutional provision called for concurrent action on one hand by the State and local authorities and on the other by the Federal Government. Its enforcement requires, therefore, independent but coincident action of both agencies. An increasing number of States and municipalities are proving themselves unwilling to engage in that enforcement. Due to these forces there is in large sections increasing illegal traffic in liquor. But worse than this there has been in those areas a spread of disrespect not only for this law but for all laws, grave dangers of practical nullification of the Constitution, an increase in subsidized crime and violence. I cannot consent to a continuation of that regime.

I refuse to accept either of these destinies, on the one hand to return to the old saloon with its political and social corruption, or on the other to endure the bootlegger and the speakeasy with their abuses and crime. Either of them are intolerable, and they are not the only ways out.

Now, our objective must be a sane solution, not a blind leap back to old evils. Moreover, a step backwards would result in a chaos of new evils not yet experienced, because the local systems of prohibition and controls which were developed over generations have been in a large degree abandoned under this amendment.

The Republican platform recommends submission of the question to the States and that the people themselves may determine whether they desire a change, but insists that this submission shall propose a constructive and not a destructive change. It does not dictate to the conscience of any member of the party.

The first duty of the President of the United States is to enforce the laws as they exist. That I shall continue to do to the best of my ability. Any other course would be the abrogation of the very guarantees of liberty itself.

Now, the Constitution gives the President no power or authority with respect to changes in the Constitution itself; nevertheless, my countrymen have a right to know my conclusions upon this question. They are based upon the broad facts that I have stated, upon my experience in this high office, and upon my deep conviction that our purpose must be the elimination of the evils of this traffic from this civilization by practical measures.

It is my belief that in order to remedy present evils a change is necessary by which we resummon a proper share of initiative and responsibility which the very essence of our Government demands shall rest upon the States and the local authorities. That change must avoid the return of the saloon.

It is my conviction that the nature of this change, and one upon which all reasonable people can find common ground, is that each State shall be given the right to deal with the problem as it may determine, but subject to the absolute guarantees in the Constitution of the United States to protect each State from interference and invasion by its neighbors, and that in no part of the United States shall there be a return of the saloon system with its inevitable political and social corruption and its organized interference with other States and other communities.

American statesmanship is capable of working out such a solution and making it effective.

My fellow citizens, the discussion of great problems of economic life and of government seem abstract and cold. But within their right solution lies the happiness and the hope of a great people. Without such solution all else is mere verbal sympathy.

Today millions of our fellow countrymen are out of work. Prices of farmers’ products are below a living standard. Many millions more who are in business or hold employment are haunted by fears for the future. No man with a spark of humanity can sit in my place without suffering from the picture of their anxieties and hardships before him day and night. They would be more than human if they were not led to blame their condition upon the government in power. I have understood their sufferings and have worked to the limits of my strength to produce action that would be of help to them.

Much remains to be done to attain recovery. We have had a great and unparalleled shock. The emergency measures now in action represent an unparalleled use of national power to relieve distress, to provide employment, to serve agriculture, to preserve the stability of the Government, and to maintain the integrity of our institutions. Our policies prevent unemployment caused by floods of imported goods and of laborers. Our policies preserve peace in the world. They embrace cooperation with other nations in those fields in which we can serve. With patience and perseverance these measures will succeed.

Despite the dislocation of economic life our great tools of production and distribution are more efficient than ever before; our fabulous national resources, our farms and homes and our skill are unimpaired. From the hard-won experience of this depression we shall build stronger methods of prevention and stronger methods of protection to our people from abuses that have become evident. We shall march to a far greater accomplishment.

With the united effort we can and will turn the tide towards the restoration of business, of employment, and of agriculture. It does call for the utmost devotion and the utmost wisdom. Every reserve of American courage and vision must be called upon to sustain us and to plan wisely for the future.

Through it all our first duty is to preserve unfettered that dominant American spirit which has produced our enterprise and our individual character. That is the bedrock of the past, and it is the sole guarantee of the future. Not regimented mechanisms but free men are our goal. Herein is the fundamental issue. A representative democracy, progressive and unafraid to meet its problems, but meeting them upon the foundations of experience and not upon the wave of emotion or the insensate demands of a radicalism which grasps at every opportunity to exploit the sufferings of a people.

With these courses we shall emerge from this great national strain with our American system of life and government strengthened. Our people will be free to reassert their energy and their enterprise in a society eager to reward in full measure those whose industry serves its well-being. Our youth will find the doors of equal opportunity still open.

The problems of the next few years are not only economic. They are also moral and spiritual. The present check to our material success must deeply stir our national conscience upon the purposes of life itself. It must cause us to revalue and reshape our drift from materialism to a higher note of individual and national ideals.

Underlying every purpose is the spiritual application of moral ideals which are the fundamental basis of the happiness of a people. This is a land of homes and of churches and schoolhouses dedicated to the sober and enduring satisfactions of family life and the rearing of children in an atmosphere of ideals and of religious faith. Only with those ideals and those high standards can we hold society together, and only from them can government survive and business prosper. They are the sole insurance to the safety of our children and to the continuity of the Nation.

If it shall appear that while I have had the honor of the Presidency that I have contributed to the part required from this high office to bringing the Republic through this dark night, and if in my administration we shall see the break of dawn of the better day, I shall have done my part in the world. No man can have a greater honor than that.

I have but one desire: that is, to see my country again on the road to prosperity which shall be more sane and lasting through the lessons of this experience, to see the principles and ideals of the American people perpetuated.

I rest the case of the Republican Party upon the intelligence and the just discernment of the American people. Should my countrymen again place upon me the responsibilities of this high office, I shall carry forward the work of reconstruction. I shall hope long before another 4 years have passed to see the world prosperous and at peace and every American home again in the sunshine of genuine progress and of genuine prosperity. I shall seek to maintain untarnished and unweakened those fundamental traditions and principles upon which our Nation was rounded, upon which it has grown. I shall invite and welcome the help of every man and woman in the preservation of the United States for the happiness of its people. This is my pledge to the Nation and my pledge to the Almighty God.


Note: The President spoke at 9:30 p.m. to an audience of approximately 4,000 persons assembled in Constitution Hall. The address was carried over the National Broadcasting Company and the Columbia Broadcasting System radio networks.

The Little Match-Seller~~

It was terribly cold and nearly dark on the last evening of the old year, and the snow was falling fast. In the cold and the darkness, a poor little girl, with bare head and naked feet, roamed through the streets. It is true she had on a pair of slippers when she left home, but they were not of much use. They were very large, so large, indeed, that they had belonged to her mother, and the poor little creature had lost them in running across the street to avoid two carriages that were rolling along at a terrible rate. One of the slippers she could not find, and a boy seized upon the other and ran away with it, saying that he could use it as a cradle, when he had children of his own. So the little girl went on with her little naked feet, which were quite red and blue with the cold.

In an old apron she carried a number of matches, and had a bundle of them in her hands. No one had bought anything of her the whole day, nor had any one given here even a penny. Shivering with cold and hunger, she crept along; poor little child, she looked the picture of misery. The snowflakes fell on her long, fair hair, which hung in curls on her shoulders, but she regarded them not.

Lights were shining from every window, and there was a savory smell of roast goose, for it was New-year’s eve – yes, she remembered that. In a corner, between two houses, one of which projected beyond the other, she sank down and huddled herself together. She had drawn her little feet under her, but she could not keep off the cold; and she dared not go home, for she had sold no matches, and could not take home even a penny of money. Her father would certainly beat her; besides, it was almost as cold at home as here, for they had only the roof to cover them, through which the wind howled, although the largest holes had been stopped up with straw and rags.

Her little hands were almost frozen with the cold. Ah! perhaps a burning match might be some good, if she could draw it from the bundle and strike it against the wall, just to warm her fingers.

     She drew one out – “scratch!” how it sputtered as it burnt! It gave a warm, bright light, like a little candle, as she held her hand over it. It was really a wonderful light. It seemed to the little girl that she was sitting by a large iron stove, with polished brass feet and a brass ornament. How the fire burned! and seemed so beautifully warm that the child stretched out her feet as if to warm them, when, lo! the flame of the match went out, the stove vanished, and she had only the remains of the half-burnt match in her hand.

She rubbed another match on the wall. It burst into a flame, and where its light fell upon the wall it became as transparent as a veil, and she could see into the room. The table was covered with a snowy white table-cloth, on which stood a splendid dinner service, and a steaming roast goose, stuffed with apples and dried plums. And what was still more wonderful, the goose jumped down from the dish and waddled across the floor, with a knife and fork in its breast, to the little girl. Then the match went out, and there remained nothing but the thick, damp, cold wall before her.

She lighted another match, and then she found herself sitting under a beautiful Christmas-tree. It was larger and more beautifully decorated than the one which she had seen through the glass door at the rich merchant’s. Thousands of tapers were burning upon the green branches, and colored pictures, like those she had seen in the show-windows, looked down upon it all. The little one stretched out her hand towards them, and the match went out.

The Christmas lights rose higher and higher, till they looked to her like the stars in the sky. Then she saw a star fall, leaving behind it a bright streak of fire. “Some one is dying,” thought the little girl, for her old grandmother, the only one who had ever loved her, and who was now dead, had told her that when a star falls, a soul was going up to God.

     She again rubbed a match on the wall, and the light shone round her; in the brightness stood her old grandmother, clear and shining, yet mild and loving in her appearance.

“Grandmother,” cried the little one, “O take me with you; I know you will go away when the match burns out; you will vanish like the warm stove, the roast goose, and the large, glorious Christmas-tree.”

And she made haste to light the whole bundle of matches, for she wished to keep her grandmother there. And the matches glowed with a light that was brighter than the noon-day, and her grandmother had never appeared so large or so beautiful. She took the little girl in her arms, and they both flew upwards in brightness and joy far above the earth, where there was neither cold nor hunger nor pain, for they were with God.

In the dawn of morning there lay the poor little one, with pale cheeks and smiling mouth, leaning against the wall; she had been frozen to death on the last evening of the year; and the New-year’s sun rose and shone upon a little corpse! The child still sat, in the stiffness of death, holding the matches in her hand, one bundle of which was burnt.

“She tried to warm herself,” said some.

No one imagined what beautiful things she had seen, nor into what glory she had entered with her grandmother, on New-Year’s Day.~~

A cold, bitter, biting and brutal frost has settled over the Americans this New Year’s Day, 2014, Wednesday~~

 Every schoolboy learns~~or at least~~learned~~Milton’s great poem~~Paradise Lost~~in which the poet reminds us so poignantly that~~
